Leipsic, was to pay the former 6,000 francs, that she was “to make no use of Mr. Law- rence’s notes in a new edition [of ‘Wheaton Elements’) without his written consent.” ‘When in 1S the seventh edition of the “Ele. ments” appeared witn Mr. Lawrence's notes and annotations, entitled “Lawrence's ‘Wheaton Second Annotated Edition,” the litle of the book was thus changed benny the consent of Mr. Wheaton’s represen: tives, who owned the copywright, and pon editor had embodied, as the owners allege, bis own peculiar views of political economy, ‘which were adverse to the then prevailing sentiments of patriotic Americans at home and in Europe. The representatives of Mr. ‘Wheaton then employed Mr. Dana as a new editor, and late in 1866 the eighth edition ap- peared, with his name as editor. The 7ran- script adds: “Mr. Dana bad no knowledge of any agree- ment between Mr. Lawrence and Mr. Wnee- 1on’s representatives, except the one above quoted, and the whole claim of Mr. Law- yence rests on the question whether Mr. Dana bad the right tocite the same authori- tes on a given topic that Mr. Lawrence did, and at the same place. In rendering his de" cision Judge Clifford decided some points in favor of both parties. laid down the princi- les of law applicable to the case, and re- the whole matter to Mr. Paine to re- port upon the annotations. In the case of the failure of the Bank of the State of New York, however, it is satisfac. tory to believe that apprehensions of farther disaster consequent upon it are probably groundless. The vice president of the First National Bank of New York regards the failure as of no commercial or flnancial im- portance, while the president of a large Wall street bank says there will be no panic, and that no other bank will be unfavorably affected. A prominent member of the New York Stock Exchange said yesterday that ‘the failure would probably cause affairs in ‘Wall street to be unsettled for a few days, but that any excitement occasioned by it ‘Would soon die away. He could not see any reason why it should cause any other fall- ures. The failure of the bank seams to have been due to overdrafts secured only by cer- tain patents upon which no money value bas yet been established, and loans but par tially secured. The vice president of the bank ls also sald to be a debtor to the vank to the extent Of $250,000, secured by real es- tate worth less than half that amount. ————— nd ‘Twenty-seven Senators were absent yes- terday or declined to vote on the bill reduc- | pax auine, Gorden SEEDS. | ing the President's salary to $25,000 after March 4,1817. Had these abseatees been in ‘thetr seats it is by no means certain that the Dill would have passed, since out of forty-six ‘Votes cast it received @ majority of only six. An analysis of the vote shows that the sub- Ject was not made a party question.
