Discharge of Marsh WHAT MK. BASS SAYS ABOUT IT. HOUSE.— After our report closed. Mr. Bass (N. Y.), &member of the tee on Expenditures in the War made @ personal explanation tn reference to insinuations con eu in two of Lhe speeches Of bis colleagueon committee (Mr. Black- born, of Kentucky,) that the republican members of that committee had taken no part in the Belknap investigation until the proof was all ip, , and sealed. He showed that no notice whatever bad been given to the republican members of the com- mittee until after the testimony of Marsh nad betn taken. He called attention that, although the meeting at which Marsh testified was beld on Tuesday (the regular day of meeting) !tcontained evidence that had been before the committee on the pre- vious day (Monday.) He asked why the re publican members of the committee had not peen mivised of that Monday's meeting. He spoke of Doctor Tomlinson, whose mission to Washington bad been to fix up the mat- ter, as having been the messenger between Marsh and the committee. It was after such secret proceedings as Ubose that the House had been dramaticatly told (not once only, but several times) that certain members of the committee had not crossed the threshold of the committee room until the proof was all in, signed and sealet. If they bad m there was, refore, the greater reasoa why they should have been notified of this special and important case. The records of the com- mittee showed that there had been only two meetings Of the committee up to the time of thie investigation. Reverting to the dis- charge of the witness Marsn, be (Mr. Bass) dissented, distinctly and unequivocally, to the statement of Mr. Blackburn that the Witness had been discharged with the Know- leuge Of the entire committee. One of the republican members of the commit * (mean: ing himself) had strenuously opposed tue discharge of the witness, and had stated some reasons why, but the witness had been discharged at 11:30 o'clock the same day. The objections had beep made in the presence of the committee alone, after 11 o'clock of that day, when the resignation of Secretary kpap bed been notified to the committee. The two subjects had been a matter of dis. cussion. The reasons which he (Bass) had stated against the discharge of Marsh were that Marsh was the sole witness in the case. and that his testimony was uncorroborated that if the Secretary of War should be a Witness before the committee, and should contradict Marsh's testimony it woall be necessary to recall Marsh; and, farther, that the safety of the committee (regarding its own reputation) would not allow the dis- charge of the witness pending those proceed- ings. The discussion on these two questions (jurisdiction after the resiguatic retary and the discharge « lasted several minutes. Then a single ques- tion bad been put to the witness by Mr. Blatr, counsel for Mr. Belknap—the witness having been called in for that purposi and thereupon, without any questi baving been asked of any member of the committee, and on the sole request of tne Witness, he was discharged by the chairman. The witness had then stated that he desired leave for New York on the 1 o'clock train, p expressed it, and the Chairman oftered to go with him and get his fees, and said that if he bad not time to get them before the train left he would send them to him by mail. Marsh then inquired as to the cou- tract between himself and Evans, and the Cnairman stated that he would send it to him by mail in a few days. The wituess then left the room, and he (Bass) had pot see him since. These were the facts in the case. Tois man, Marsh, had tes.ified to the most grave and serious charges against a high officer of the Government, and those charges had been sufficiently proved to justify a demand for immediate impeachment, but tbe charges were wholly and utterly uncorroborated Evidence bad been given by the witness as to certain certificates of deposit that were sent to the Secretary of War, would it not have been judicious at least to have detained the witness until tne bank had been applied to for corroborative evidence? As to Mr. Knott's proposition that the detention of the witness would bave been an assault, he (Bass) regarded that as a preposterous absur- city. It bad been charged by gentlemes oa the other side that other people were respon- sible for the escape of the witness, and it had been asked how they could detain him. He bad no doubt that the gentleman from New York meant to tell the truth, and he wes only sorry that that gentleman's statements were not cor- roborated by cither the committee or the record.
