Under section 5,451 of the Revised Stat utes the punishment prescribed for any per- son who promises, offers or gives money or @ny other thing of value to an officer of the United States to Influence bis decision on &ny matter, 1s a fineof not more than three times the value of the bribe and imprison- ment for not more than three years. Under section 5,501 every officer of the United Btates couvicted of accepting such bribe shall not only forfeit his office and be forever | disqualified from holding any office of profit | or trust under the United States, but shall be punished by fine and imprisoument the same as the briber. While the ictention of | ‘Congress was good in enacting such a law, it | left @ loop hole through which a number of offenders have escaped. The section provid- ing for the punishment of bribers of United | States officers makes the offence punishable only when a bribe is offered with intent to commit a frand on the United States. In the case of the United States against alleged mail contract swindiers, the plea was entered by the latter that they had not offered money to government officers “with intent to de fraud the government,” sines their proposals Were lower than those of any other bidder. This plea avatied in their case, a! DO reason why it should not to the case of Marsh. It will bea pity if he is not given the same punishment as that awarded the Officer whom he aided to disgrace. Since writing the above adispatch (printed 1 in our telegraphic columns) has been re- celved stating that Mr. Marsh has gone to Canada. Ititsa pity that Congress did not specifi- cally prescribe the size of the statues for Statuary Hall—the old hall of the House of Representatives. Most of the statues therein are of life size, but withia a few days two Statues, ove of Ethan Allen and one of Goy- ervor Winthrop, both heroic as regards size, have been placed in the hall, thus dwarfing and reudering insignificant the surrounding figures. To secure uniformity, Congress should have been careful io prescribe the Size of ail statues placed in our national hall Of statuary, otherwise the lesser (iu merit) may oversiiadow the greater. —-+0+- ‘The bi!l introduced in the Senate yester- j day by Mr. Hamlin relative to third class mail matter will probably be generally sat- isfactory. It provides that merchandise and ail other third class matter shall pay accord- ing to the distance carried, which is a just and sensible provision. There is no good reason why the business of the postal de- partment of the governrhent should not be conducted on business principles. No pri- vate corporation would convey packages o: merchandise three (housand miles as cheap- ly as they would five miles; and yet the gov- @rnment of the United States has been doing this for years, to its own detriment. A four- Pound package of merchandise, for instance, conveyed from Washington to Baltimore, only forty miles, pays under the present law sixty-four cents, or at the rate of one cent an Ounce. It would be no more or less from this city to San Francisco. In the first instance. and in all cases where the distance is short the express companies can successfully com- pete with the government in the transporta tion of such packages, the ‘long hauls,” : they are commonly styled, being !eft to the Post Office department. The proposed law sensibly fixes the rate at one cent for every two ounces for distances not exceeling miles; two cents for distances between 300 and 800 miles; three cents for distances be- tween 800 and 1,500 miles; and one cent ad- ditional for each additional 1,000 miles. The measure would be immensely popular and much more so if the sum named could be cousiderably increased. a New York has in successful operation a Society for the prevention of cruelty to chil- dren. Its object is “to protect children who have no natural protectors—to protect them often against those who should be their nat- ural protectors.” A society like this should be organized in every city, and would be the means of doing much good. While the animals of the lower orders are being cared for, would it not be well to look after the welfare of the unfortunate children who gaily suffer from the brutality of hard- | hearted parents and others to whose custody | they have been committed?
