EVENING STAR. WASHINGTON: TUESDAY.......Febraary 29, 1876 CROSBY 8. NOYES........Editor. ‘LATION OF: THE STAR. 14,510 | Monday, February ~ "16S ‘Wednesday, 4,315 Thursday, oe Frida: +--15,500 87,930 The Increase of Populations. A recent estimate of the comparative growth in population of six of the principal nations of the world shows that Great Brit- ain bas increased from 27,900,000 in 1843 to 32,700,000 In 1575; France had tn 1343 a — lation of 35,700,000, and in 1 tria bad in 1848, 37,000,000, and in 137: 33,000,~ 000; Russiain Europe had 60,000,000 In 1853, ‘and 72,000,000 In 1575 (some doubt 1s thrown on the accuracy, however, of the last figures); Ttaly had 22,000,000 in 1361, and 27,800,000 in 1815; and the United States had 22,000,000 in 1848, and 44,000,000 In 1875. So Uncle Sam can make @ very good showing by way of com- Parison on his first centennial. On his next centennial exhibit the ether nations will Probably be a good deal further towards no- Where in the comparison. Doubtless the Washington EVENING STAR In 1976 will be able to place the population of the country At 250,000,000. It is understood that the President has finally declined to accept Gen. Babcock’s resignation as Private Secretary. Gen. Babcock very properly tendered his resigna- tion pending his trial upon thecharges made against him at St. Louis, and the President, in view of the full vindication of Gen. B. at that trial has very properly testified to his senre of the capacity and personal integrity ofhis Secretary by declining to accept that resignation. The people of Washington, who bave generally a high personal regard for Gen. Babcock on account of his pains-taking and efficient discharge of his duties as super- intendent of Public Buildings and Grounds, by which so much has been effected in the Way of making the National City healthful and attractive, will learn with satisfaction that he is to remain in Washington. ————__-~e2-_____ + The superintendent of the Brooklyn police bas received several communications of an abonymous character in reference to the ef- forts of the friends of Rubenstein, the con- demned murderer, to effect his escape. The last letter says Rubenstein’s friends have 5,000 with which they Intend to bribe the Keepers; that they swear he will not be barged, and that before they will see him executed they will poison him. The impres- sion sought to be conveyed Is that the pri- Soner’s Jewish friends will use every effort to prevent the exeeution of the s passed upon bim. Rubenstein was convicted 09 very strong circumstantial evidence of a most atr. cous murder, and is doubtless a At subject for capital punishment. It fs not atall probable that the members of his sect Would attempt to thwart justice by unfair means. It is very seldom that they figure as Jaw breakers, and the anonymous charge Sgainst them in this instance is unworthy of credence. There is much criticism about Judge Dil- lon and his charze, and some people are so mean as to predict that it will win him advance to the United States Supreme Court, if General Grant has ber appointment to make.— Springfield Republican. Yes, tt is a pretty mean insinuation, whether the conception of “some p2ople” or some editor. ———_-+e-—___ The Boston Globe has a picture for the times, representing a number of legislators frantically endeavoring to stop a “ten ceat” spigot hole in a cask while out of the bung- hole a stream of “thousands” is pouring. This is ® good fllustration of “spigotry” and @ lesson to all who in their sudden attention to retrenchment and economy study the matter too narrowly, forgetting that “the Jaborer is worthy of his hire.” The Giobe hits the nail on the head when it says: “Peo- ple are not so anxious about what is drawn from the Treasury in the legitimate and re- Cognized way as about what is going of by big vents surreptitiously opened.” The legis- Jators who are throwing thousands of worthy People out of employment, and reducing the pay of small salaried officers, will do well to benefit by the hint. Retrenchment which begins at cutting off the wages of working men and working women, particularly if it stops there, has not the ring of the genuine article, and cannot be made to pass for it. ——_—__-~ee- A ecene in the House of Representatives yesterday illustrates the caution of thedom!- nant party there in taking actionon financial measures. It was the Intention of Mr. At- kins, of Tennessee, to introduce a resolution directing the Bankiog and Currency Com- mittee to report the Payne compromise bill to the House. Although he shouted “Mr. Speaker!” at the top of his voice a number of times, the chair, knowing his intention, refused to recognize him, but recognized Mr. Morrison, who moved an adjourament. The motion to adjourn was carried by 113 to 114, which may be regarded in the light of @ test ‘vote on the financial! questi sdeseetee ech ceneaai A legislator and a lawyer possesses a dual character.
