The chief feature of this morning's pro eedings of the House committee investigat- ing District affairs, was the testimony ot Mr. Chapman and the examination of Mr. Biinkborn, the agent of Mr. Hannan. Mr. Chapman's testimony, if accepted as given, is damaging to the character of Mr. Watson, chief clerk of the Board of Audit, tending to show an understanding between him and a claim agent named Hamlink, for the di- Vision of fees for getting claims allowed by the Board of Audit. The testimony is to a conversation between Mr. Chapman, a man of good repntation, and Mr. Watson. As Mr. Watson (a man of middie age) is of fair reputation also, his friends charitably give him the benefit of that fact and think Mr. Chapman may have misunderstood what Was said. Messrs. Tayler and Brodhead gave notice that, at the next meeting of the committee, théy would show the want of Recuracy of some statements of the witness, also that the facts touching the claim show the extreme improbability of Mr. Watson's having used the language attributed to bim As the thing now stands it looks bad for the employes of the Board of Audit, or at least one of them, Mr. Watson, and further i- cence in this branch of the inquiry will be awalicd with interest. +2ee-—___ The District of Columbia seems to be &bont the ovly place where the application of women for admission to the bar meets ideration. The ice-cold soda water man has given $50,000 for the privilege of dispensing bis cooling drangbts, and agrees to pay a Tosaity of twenty cents on every galion sold, which, it is estimated, will swell his license fee to at least $62,000. In according these Privileges the Centennial managers should exercise great discretion, or some of the bungry speculators will bring discredit upon them and the exhibition. —_———__-+e2--_____ The Baltimore city council committee on the fire department will in the course of a Week introduce an ordinance to transfer the control aod management of the fire alarm telegraph to the board of fire commissioners, who have asked for the, change, because as they are charged with the responsi bility o/ all matters connected with the fire depart- ment they should also have control of the telegraph. The American says: Mayor La- trobe is understood to be in favor of the pro- posed transfer. In the event of the passage of seach an ordinance the appointment of opera- tors for the telegraph will be vested in the fire commissioners instead of the mayor. ‘The reasons urged for this change in Balti- more would apply with equal force in this District. ——-+e-__ In speaking of the wonderful success of the postal card experiment and the rapidly in- creasing demand for this cheap means of communication the Philadelphia Press ‘Wants some invention which shall secure privacy for the contents of a postal card mesrage, since the postal card is the poor man's letter, and bis rights of detivery and Security of communication should be as sacred as those of any other man. Prior to the adoption of the cards the objection was urged that postmasters and others would make it @ practice to eagerly read al! postai- card mesages, but experience has proved ‘that this is the exception and not the rule. Neither have many cards passed through the mails bearing scurrilous messages. Ina pumber of cases where such messages have been written the authors have been severely punished as the law provides.
