If Wecetved after this hour there is great danger that, with the Congress 3-65 Bonds, The debate in the Senate yesterday was important, as showing the views of leading Senators upon the relations of the District to the General Government, and, more par- ‘Ucularly the opinion held by them upon the direct responsibility of the government for the 3-65 bonds. It was generally conceded ‘that that responsibility was direct and com plete. Mr. Sherman said “I think we ought to place these bonds uy the exact position that the law de- signed, and that the appropriation made for the ‘eo of the interest ought to be made directly by the government of the United States, arid then whatever part it is tought to be levied upon the people of District should be levied upon them by taxation, and go into the general Trea. Sury to swell the body of taxes, and thus the le of the District would pay their Pa lon of this debt like the people of the United States, and would pay their portion of taxes. But so far as the bond-holder or the man Who has purchased is concerned, he holds the security of the United States, and we an no more violate, or impair, or impede, or delay, the full performance of this obliga- tion than we can impede, impair, or delay the obligation to pay the 5-20 bonds of the United States.” Sennator Allison said: “I agree with the Senator from Ohio thoroughly as tothe character of these 3-65 bonds. A report of his speech says he was listened to with profound attention, and the simple, candid, manly tone of his speech told well in his favor. There are but few inebriate asylums in the country, not that the useful character of such institutions is not recognized, but be- cause of the indifference with which the community regards the down werd career of confirmed and inordinate tipplers. Those in existence, however, havedemonstrated their value as reformatory institutions by re- claiming many unfortunate victims of drink. A bill has Séen introduced in Con- gress providing for such an asylum in the District of Columbia. An amendment to the name of the asylum, making it the “Na- tional Asylum,” is desirable, in order that it may be placed on @ par with the gover«- ment hospital for the insane and other na- tional institutions. There can be no valid objection to the bill.
