The House of Representatives is always sure tohave some one member of a style to set everybody to inquiring how the mischief he got there. The last Congress had Craich- field, and before him was Mullins. This year it ts O'Brien, of Maryland. Up to this time Mr. O'Brien has chiefly distinguished bimeelf as the member invariably requiring the Clerk to call his name “solitary and alone” at the end of a vote by ayes and noes. Oceupying &@ front seat, and ignoring the Orst call, he has thus had the opportunity to rise afterward, in all the dignity of his inches, and vote “aye” or “no.” with the eyes of all Mary iand and the galleries full upon him. But yesterday he further distinguished him- seif. Of ai) the members of the House he atone had the nerve, or whatever it may be called, to present a huge package of John Pope Ho. net's windy cemagogism and ask that tt be printed in the Omgressional Record. The House, not knowing the character or extent of the stuff, consented, and great must be the Gisgust of the members to-day on finding it spread out to theextent of thirty-three col- umos In the Reevrd, at an expense of several thousand dollars to the government. This is retrenchment with a vengeance! Mr. John Pope Hodnet is known in this community as a pestilent littledemagogue of the Tappertit persuasion who seeks to bleed the poor ignorant laborers In the way of fees, and who while professing to champion their cause does them irreparable damage by the incendiary language he uses in their behaif. Thus in the miserable, mischievous: docu- ment he gets printed in the Record, per the Hor. Wm. O’Brien, of Maryland, we fund such utterances as the following “I have no hesitation in saying, from what I know from experience, that the working men of this District have not been paid, ali the year round, more than twenty-five cents per day, and that robberies are still enacted defiance of law. This terrible state of things cernnot conzinue much longer: the men are now thorovghly organized, and T cannot much longer prevent « forcible resistance to this in- human oppression. Men who are in want of the necessaries of life cannot te argued acquiescence. and resistance with them bec @ duty, and is consecrated as a sacrific Itstrikes us thata man who indulges in thissort of talk should receive the prompt attention of Major Richards. As for My O’Brien he will probably conclude on retiec- tion—if he is capable of that mental exer- cise—that not much credit is to be gained from bs part in this transaction. There is one change with a view toeconomy Proposed by Representative Holman which ‘Will searcely meet with popular approba- tion, and that is to limit the free delivery of mail matter to cities of not less than 80,000 Anbabitants. The free delivery system is Bow enjoyed by most cities having a popu- 2ation of 20,0 and upwards, but a law of the Jast Congress provided that hereafter no city having a population of less than 30,000 Should be entitied to the benefit of u ser- vice. To abolisi the system in smal! cities of 20,000 or 30,000 now enjoying its advan- tages would bea hardship very keenly felt by almost every citizen, and would create dissatisfaction so general that the next Con- @ress would feel it a duty to restore the privilege. Should the smalier cities now having the free delivery be permitted to re tain it, other towns growing more rapidly @nd in the future exceeding them in popula- tion, but still falling below the proposed Mminimun of 50,000, would have just cause for complaint. It would seem better to let the present law stand as it Is. ——————~re-___ Ex-Governor Dix, of New York, in his late lecture on the political and social evils of our times, took occasion to strongly condemn the system by which judges are elected to the bench tn his state, and held that they should be appointed by the governor and their nominations confirmed by the state wevate. The majority of the respectable ele- ment in New York indorse this view, and the wonder is that the system was not changed long ago. It is stated on reliable authority that a person recently elected toa seat on the bench in New York city paid the sum of $50,000 to secure simply his nomina- tion. As he holds his position but two years, with @ comparatively small salary, it is bard to see where the profit comes in.
