_EVENING STAR. | WASHINGTON: WEDNESDAY... December CROSBY 5. NOYES.. Bee Circulation More than Taree Times that of any other Daily Pa- per published in Washington, and therefore by far the Best Adver- tising Medium in the District of | Columbia. How The Inter-Ocean Expinins. ‘The retraction promised by the editor of the Chicago Inter-Orean relative to the cbarge made that Secretary Bristow was @ beneficiary of the whisky ring, and which is printed in last Monday's issue of that paper, is more of a defense of itself than a viudica- tion of the official assailed. True, it asks pardon for its stupidity In assuming that a Congressional committee was a shelter where those under indictment could rash for confession and defy the courts; bat adds, “it was deemed so by gentlemen of recognized legal ability, who were consulted regarding the matter.” Almost immediately precet- ing this sentence we find, alluding to the publication, “some of it we ourselves are not disposed to credit. as we should have stated Saturday had the late hour at which it was obtained permitted editorial com- ment.” Now, right here the writer equivocates. First, lateness of the hour ts Interposed as an excuse for not characterizing that portion of the article which “we ourselves are not dis posed to credit,” and yet almost with the same dip of ink we are informed that emi- nent legal minds were called in to give an opinion as to the amplitae of the section of the revised statutes, which was to shield Babcock. Mr. Palmer. the editor, says he was ab- sent when the types were set to work upon it. Butbe promised to make amends. In- stead, however, of frankly conceding that if not a malicions fabrica- nade, he undertakes to ex- euse the pubjication on the score of solici- tude to give all the “news” about the whisky business. The course of the In‘er-Ocean con- firms the conciusion that Mr. Ham, one of the editors, who was removed from office by Secretary Bristow, is responsible for both the inspiration and the publication. He owns too much stock in the concera to be dictated to by Mr. Palmer, the editor-in- chief. The pseudo retraction closes as fol- lows: “The infer Ocean defies malice, aares investigation and challenges scrutiny.” This is ratber a bold tx tion from a paper whose business manager gathere! tu $10,000f Dick Irwin’s Pacitie Mati corrap- tion fund. ————+<+2-—____ Chatham Street Tactics. Mr. He Hart, pawnbroker, Chatham street, New York, who wants to get control of the Washington and Georgetown railroad again, has resorted to a characteristic dodge. Appreciating the odium attached to his late management of the road, he does not show himself conspicously in the movement, but screens himself behind the nameofa Wasb- ingtonian of character and capacity. This Washingtonian (Mr. Clagett.) he puts forward as his candidate for the presi- dency of the road, thinking he can thus . Secure the votes of the stockholders who are not aware that he is pulling the wires. Should Mr. Hart's tactics prevail the follow- ipg would be the result: Mr. Clagett would either be a mere puppet in the hands of Mr. Hart, or he would be forced to resign. As the puppet role would not be apt tosuithim, be would doubtless resign, and Mr. Hart would have full sweep. It is not probable that the Chatham-street tactics will suc- —_ — How ApVERTISING EFFECTS BUSINESS. — ‘The man who advertises his business, if what he offers for sale is honestly what he repze- sents it to be, or what it ought to be, is con- Stantly assisted in his business by those who have been attracted to him and tested him. A buyer has read his advertisement, and gone to his store, or workshop, or warenouse, whatever it may be, and tried what was rec- ommended. If it has satisfied him he is pleased, and recommends it to his neighbor, who is likely to go to the same piace and tell bis neighbor in turn. And thus little rilis started by his advertisement flowin upon him from all sides, and the current of his business grows stronger and wider and more rapid, and he prospers and grows rich, all because to strict attention in business he added judicious advertising. But for this he might have lingered on in thecommunity for years and his business would scarcely have been heard of. ——___-*ee-______ ‘Mississippi is discussing the propriety of a constitutional amendment making an edu- cational basis of suffrage. It is proposed to adopt a provision that no citizen shall be al- lowed to vote unless he can read ard write, ‘and the democratic press is urging the legis- lature to submit an amendment of this char- acter to the people. As the colored popula. t.on of the state outaumbers the white by about 60,060, and the proposed measure would disfranchise 90,810 colored voters to 9,357 Whites, the chances for the success of the measure would not seem to be good. Still, ihe whites down there seem to have got a per- suasive way of inducing the negroes to keep @way trom the polls,’that may enable them to carry thel: their r point. | It is not well to embroider a sarcastic point too elaborately. The New York Tri- une lately closed an editorial intended to be corrosively severe upon Secretary Robeson by saying: «Upon the whole we think it is not carrying it too far to pronounce our Sec- retary of the Navy a fally developed suc- cess,” and now all the papers friendly to the Secretary are quoting the paragraph and affecting to believe that it expresses the genuine sentiments of the Tribune.
