He recommends that a regulation be adopted prescribing a fine, and that the Superintendent of Police be reqnested to instruct the officer on the beat to keep a careful wateh on the urinal. ‘The matter was referred to the committee on ordinances, with instructions to prepare an ordinance as recommendet.
