The members of Congress who visited the Centennial grounds last week quite gener- ally express themselves in favor of voting a creditable appropriation in behalf of the na- tional exposition. It is as well, probably, that the appropriation was not made earlier. Hiad it been voted in the start it would no doubt have enfeebled the efforts of the local management, who would have felt like lean- ing upon the government for the main finan- cial support of the undertaking; and no doubt, too, the money thus given off-hand Would bave fallen largely into the hands of jobbers and speculators, or would have been frittered away in lavish, careless expendi- tures. But as there was no such fund to begin With to tempt the speculators, the manage ment fell into the hands of prudent, public- spirited men, who had no axes to grind, and no objects in view but the national suc- cess of the great undertaking. They raised the money to commence the centennial buildings by strenuous personal exertions and the funds thus laboriously gained have naturally been expended economically and judiciously. The greater portion of the money needed bas been subscribed and ap- propriated, and the larger portion of the work has been done; and now comes the time when the government can put its con- tribution “‘where it will do the most good,” assuring the carrying out of theexposition in & manner creditable to American pride and patriotism, and having itself the assurance that the moyey appropriated will be pru- dently and honestly expend It has been charged that the present gov- ernor of South Carolina isin the habit of Paying considerable sums of money to secure the wide circulation of articles glorifying himself as chief executive of the state. The forwarding by telegraph of nearly half a col- umn of matter of this description yesterday ‘Was an outrage on the press, and ought to be generally resented. There can be no differ- ence of opinion among thinking persons in regard to the disaster which has befallen the State in the election to important Judgeships of Moses and Whipper, and Gov. Cuamber- Jain’s views are of no very great consequence, since it is known that he is coddling the con- Bervative element in order to secure a second term. Books, sermons, essays, lectures, news- Paper articles without end, floods of statis- lics, ard innumerable reports of private committees, the New York Journal of Com. merce thinks, have illuminated every nook and cranny of the liquor traffic topic. For that reason it regards as superfluous the bill recently introduced in Congress, providing for the appointment of a national commis- sion. Such a commission, it thinks, could not fail to discover the legal and moral ad- vantages of the license system, if they went no further than Massachusetts, where both license and prohibition have been thor- oughly tested, and the superiority of the for- mer for diminishing drunkenness triumph- antly established. hs We baven’t heard from Private Dalzell for ® month—one happy month! But in his place as a letter-writer appears the ap- palling Joseph Mulhatton, of Pittsburg, who is crazy over a project to exhibit the bones of George Washington at the Centennial.
