If received after this hour there is great danger that, with the exception of imperative cases,—such as Deaths, Lost, &e.,—they cannot appear until the Tollowing day. nee: Nobody doubts that the inhalation of Sewer-ges means sickness and death. No- body doubts that people in Washington are Poisoned and killed by it, as are people in other cities. Nobody doubts, or needs to doubt, what should bedone. The remedy is Known; and while, perhaps, more will be known hereafter about the best way to apply it, there is light enough already for imme- diate action. Let us not have to talk, as we did about the old canal, for forty years after all the principles involved were shown. Mr. Waring, in his last paper in the Atlantic Monthly, comes squarely to the point. Our own health officers agree with him, certainly in the main and probably in all essential particulars. Never before was a city so per- feetly adapted as Washington is for the safe application of his remedy. Ventilation ts the thing, and bow to ventilate best is the only point left to talk about. How to do this at the house counections is already Pretty well understood. Bat the sewers are to have uniform ventilation, at short inter- vals, along the centers of the streeis—so as to be as far as possible from the building lines—and the gas at these ventilators is to escape through charcoal. The fixture is represented as simple, cheap and effective. The ventilator is a disinfectant also—a sort of gas-fiiter. Mechanical detatis may be discussed in fitting it, but the principle is too clear to waste words over. That a line Of these through the center of each sewered Street is (he remedy for us at present, is plain enough, after Mr. Waring’s commendation, to Warrant their immediate trial. In bis annual report, the Postmaster Gen- eral, in urging the necessity of the readjast Ment of the salaries of postmasters of the first. second avd third classes, mentions the malpractice of posimasters of the fourti class in selling stamps to parties outside of the delivery of theiroffices. Durieg the year @ number of postmasters were removed for this offense, the Postmaster Geueral hold- ing that In so doing they were increasing their own compenSation at the expense of neighboring offiges. Tiere have doubtiess 2een some abuses of this kind, but it is hard to see how the rule can be maile inflexible. A person, for instance, living at Brow: ‘Ville, @ fourth-class office, being a friend of the postmaster at Jonesville, a few miles distant, and also @ fourth-class office, might desire to purchase a supply of postage Stamps from the latter office to be actually used at Brownsville and elsewhere, but the postmaster is prohibited from selling except to parties within the delivery of his Office. The rigid enforcement of this rule Would occasion great inconvenience te in:i- ‘viduals in very many cases, and probably the recommendation that the compensation Of postmasters of this clas: be made to depend not on the number of stamps sold, but on the number actually ®anceled, if carried into effect, would be sufficicut to check any abuse in the matter of selling stamps. <2 —___ The Beecher scandal will not be silenced, and promises to be kept before the public for @ long time to come. Mr. W. F. West, wo ‘was dropped from the rolls of membership of Plymouth chureh, the vote being pre- viously reconsidered, has addressed a note to the congregation, asking that a council of the churches be held to consider, first, Whether Mr. Beecher is guilty of adultery; and, second, whether he is gulity of perjury. ‘He makes this proposition, he says, with the hope that it may be the means of vindicat- ing the character of Mr. Beecher, and should ‘this be the result he asserts that no one will rejoice more heartily than he.
