“EVENING STAR. WASHINGTON: TUESDAY.......November 16, 1975. ——_—_— EO RG Circulation Here than Double Hints to Advertisers. The following hints to advertisers, given by a Wilmington paper, are worthy of con- sideration by all business men who aim to advertise judiciously: Some advertisers complain of the cost of advertising in all the papers. Well, why are you under any obligation to advertise in them all? Do those of your customers who Want to buy a yard of musiin or @ pound of sugar of you, feel obliged to go and make a similar purchase of every other merchant in town? Ifyou have any inducements to offer people to trade with you it is wise for you to make the fact known tothe public, and as ‘wise and prudent business men you should do ‘this in the cheapest way. If you study the matter you will find that the cheapest way in which you can get any announcement printed and circulated is in theadvertisement columns of a widely circulated newspaper. After that is settied arises the question as to Which newspaper will do it the cheapest. To decide this you must know two things, the Price and the circulation. If you find a newspaper with a circulation of 5,000 charges you $10 for acertain amount of space, and one with 2,500 charges you $5, and one with 1,000 charges you #2, their prices are uniform and other considerations should determine your choice. If, however, those with smaller circulation charge you nearly or quite as much as those with larger circulations, then the latter are far cheaper. With this in mind it is best to get your advertising done wherever it is done cheaper. ——_—— see The Ancient Mound Butiders, In the concluding number of Kentucky “ Notes” by Dr. Toner in another column will be found an interesting chapter upon the cu- rious relics of a former semi-civilized race that are so widely distributed throughout the Mississippi valley, and tributary valleys, from the great lakes to the Gulf of Mexico. The conciusion is drawn fairly from these evidences, he thinks, that the continent of North America was formerly innabited by people much farther advanced in the arts Of civilization than their successors, the red men; that they lived In compact, fortified settlements, and must therefore have en- joyed some of the conditions common to civ- ilized communities; but that this race had, in all probability, disappeared ages ere the Indians came either from some other land, or from the mountain fastnesses of this coun- try, and erected their wigwams within the vast fortifications, and buried their dead Within view of the tumuli and in shadow of the places “ where ages before the Mound Builder kept his sacred fires ever burning to Propitiate h his heathen gods.” ———-.ces--—___ The principal reason given by some heads of bureaus and departments for declining to furnish for publication the names of clerical appointees is that it subjects them to an xtra pressure from office seekers and their friends. The announcement from day to day of such appointments naturally leads cler- ical aspirants to believe that notwithstand- ‘ng the stereotyped “no vacancies in this cepartment,” there are aching voids existing, which it Is their mission to fill, and they herefore press forward with more eagerness ban ever. This, however, is necessarily one of the annoyances of public officials, and when they accept positions of responsibility they must expect them as a matter of course. The public undoubtedly has a right to know what its agents are doing, except 1n cases where its own interests would be imperilled by premature disclosure. Suppressed infor- mation is always sure to be made public sooner or later, and it frequently occurs that Such intelligence is unintentionally distorted simply because its proper custodian refuses to give it out with the necessary explana- Uons, if any are needed. nd The Japanese post offic> department, en- couraged by the United States and mainly run by live Americans, is making good pro- Gress, according to the last report of the Japanese postmaster general, H. Mayesima. A general post office has been built during the year, at the moderate cost of about $12,840. There are 3,296 postmasters in Ja- pan, and the total amouut paid to them an- bually for their services, and the reat of the offices which the postmasters own, is yen 13,052.95, or about the same number of dol- lars, from which it appears that the average salary of Japanese postmasters, including rent, is about four dollars and ten cents a year. Only sixty-five persons in the empire stole letters or otherwise intringed the pos- tal laws, and of these fifty were punished, one escaped, one is in prison, eleven are @walting trial, and two died from sickness, This is a pretty good showing in comparison With the violations of the posta! laws in our ‘Own country, which sometimes reach in a month or so to as many as Postmaster Gen: €ral Mayesima reports in an entire year. The fact that Forney’s Sunulay Chronicle, the Sunday National Intelligencer, and Col. ¥Fitzgerald’s Philadelphia Sunday City Item all came out on Sunday last in tavorof the ‘third term is looked upon by some of the quid nunes as indicating formal break- ing of ground in that movement. Quite likely, however, the three papers opened voice together on the same note by accident. The Washington special of the Cincinnati Commercial, however, professes to have “solid foundation for the statement” that the demonstration means business. Hesays in this connection that “there are ten open and avowed advocates of the pro- Ject tobe met with now, where there was one prior to the elections. Many republi- cans apparently accept the result as indis- putably establishing the fact that the party can not be successfal next year if Grant is not their candidate for President, and among those who are most positive in this belief is General (Grant bimself.”” 202 — A note was made in Tue Stak the other Gay Of the excellent showing given In the report of the Commissioner of Etucation in regard to art museums in the District of Columbia. The same may be said of the District in respect of libraries. The reportof the Commissiover shows the total number Of books in libraries througtout the United States which have reported to his office to be 7,812,475. Of this number about 603,500 volumes in libraries located ia the Dis- trictof Columbia. This numer of course in- cludes the library of Congress, with nearly «-°,000, and the medical library (by far the Im, * medical and surgical collection in the L_ ‘ted States) of the Surgeon General's Office, \ -'h over 30,000 volumes. Oe Mr. Richart Grant White, who got many good-natured raps over the knuckles for his practice of what he denominates “ hetero- phemy,” in the Gaizy for December, berates the critical editor soundly, and invents a new ‘word, “cynicasterism,” to express his utter contempt for them. The offending quill Grivers will doubtless wilt under the pon- Gerosity of his invective, and let him goon With his ‘heteropnemy uni unmolested hereafter. ‘The Alexandria Sentinel notes the appear- ance of @ number of drunken men on the who came here from Washington to get tight.” There certainly must be some mis- take sbout this. No Washington tippler, in his right mind, would think of going to Alexandria for his bitters. There is no longer any uncertainty as to the acceptance of Dr. McLaren, Protestant Episcopal bishop-elect of Illinois, the stand- ing committees and bishops having, without . So far as heard from, given in tbeir assent to the choice of the diocese.
