Tie Joint High Commi: sion when in session in Washington mate an effort to adjust tne difficulties between Canada and the United States, ana failing agreed to the appointment of a commission of three—one member to be appointed by Great Britain, one by the United States, and one by the two countries jointly. In ease the two countries could not agree it was determined to leave the nomination of the third commissioner to the diplomatic repre- sentative of Austria at London. The privi- jeges contended for by the American fisher- men are the right of taking, curing and dry- ing fish in the waters of the Canadian Do- rainion, without being restricted to any par- ticular distance from shore, with permission toland todry theirnets, make purchases, &c. The abrog.tion of the reciprocity treaty of 1866 induced Canada to pass very severe laws against American fishermen, calculated to drive them from their usual fishing grounds; and many vessels were seized and brought into Canadian ports as prizes in 1870, not- Withstanding the fact that Canadians enjoy the same privileges in American waters as Americans themselves. The American mem- bers of the Joint High Commission suggested that the United States might be willing to pay one million dollars for the privilege of fishing forever in Canadian waters, but the British members deeme! this sum entirely inadequate. The American members re- plied that they did not regard the privilege as valuable, but that United States Wanted it because it wasdesirable to remove all causes of irritation between the two countries. The commissiouers to meet at Halifax are Sir A. T. Galt on the part of Great Britain, and Lieut. Gov. Clifford, of Massachusetts, on the part of the United States. It is called a “Flexible Power Trans- mitior,” and consists of a steam engine with attachments so arranged that the power generated by it can be transmitted an extra- ordinary distance. For instance, the engine is placed in the basement, and connected With it is a single pulley leading to the first story. In this latter room, which is forty feet square, some wonderfal feats are per- formed. Holes are bored through timbers or drilled through granite in a few seconds; blacksmiths sharpen shoe corks without re- moving the shoe—in fact, there is no end to the application of the power, which ts readily carried from one point to another within a radius of six hundred feet. Of course the discoverer claims nothing new in the way of @motor, but does assert that he has found an invaluable method of applying power so that work can be done in one-tenth of the usual time and with the expenditure of only one-fourth the usual labor. ———_- ee. New York city is disquieted to find by the Teturns that there has been a heavy diver- sion of the grain trade from that city to Bal- timore, Philadelphia and Boston during the nine months of the present year. These cities show a gain of 4,000,000 of bushels this year in comparison with last, against a loss to New York of over 19,000,000. Otherwise Stated, the other seaports named held their Own on a decreased crop movement of nearly 16,000,000, and not ouly maintained their trade of the previous year, but increased it 4,000,000 bushels, while New York fell oif Over 19,000,000 bushels. The New Yorkers are trying to account for this diversion of trade. Some attribute it to the flerce cutting of rates in the recent raliroal war, and som> to the failure of the railroad companies to Properly accomodate shippers of grain; but after all may it not be a natural and normal diversion of trate heretofore concentrated in New York to other points having shorter and cheaper interior lines, and better terminal facilities for ocean shipment? a Reference was made yesterday to a carrier Pigeon flying match between Baltimore and Philadelphia. Birds of the same species Were put to practical use in Baltimore yes- terday in conveying the news from the Pim lico race course to the city, a distance of five mailes. The average time made by the birds Was about nine minutes and a half. They ‘were very young, having been bred last Spring, and had no training whatever. Granting the premises of these learned pundits, we do not admit these corclusions; in fact it is safe to say that ifall the writers and speakers on the currency question had studied political economy, the war between the hard money and rag paper men would be better than it now is.
