The Commissioners Enfor:j ‘Terme of The Contracts" | | THE STAR heretofore noted the fact that | the District Commissioners are directing | their efforts towards having the decayed i wooden pavements repaired, and have noti- fied the contractors to come forward and comply with the terms of their contracts whieh require them to keep their work in food repair for a specified period, generally three years. The niuth article incorporated in these contracts, with only two exceptions, | as to theglength of time, reads as foliows: “It is further agreed that if at any time during the period of three years from the completion of the work to be done under this contract any part or parts thereof shall be- come defective from imperfect or improper | material or construction, and in the opinion | of the said party of the first part require re- | pair, the said party of the second part will | on being notified thereof immediately com- mence and complete the same to the satis- faction of the party of the first part, and {i case 0 a failure or neglect of said party of the second part so to do, the same shail be done under the direction and orler of the | party of the first part at the coxtand expense | of tie party of the second part. They agree to leave the new work of repairs for which they contract, after its receptance by the authorities, in perfect condition at the ex- piration of three years; so that in reality the guarantee extends further than the one em bodied in the old contracts, and in all eases sureties have been required to be given to the entire satisfaction of the Commissioners. Profiting by experience as to the relative values of the Various pavements laid in this District during the past five years, the Com- missioners have selected the concrete as a desirable substitute for wood when it bas been found necessary to remove the latter, but oply on such streets as the liability of the contractor expires previous to the as- sembiing of Congress; aud as fast as streets | or parts of streets paved with wood have been | condemned, the blocks have been taken up | and removed, (first selecting the sound Snes | for relaying again, and concrete of the most | Approved kind had been substituted. In no case does this concrete cost. more per square yard than did the wood pavement. Care has been taken to baye thoroughly competent men supervise the laying of these pavements, and to secure this in some instances aclause has been admitted in the contracts contain- Ing the necessary provisions, with the name of the expert selected for such service. The following article 1s also included: “It is further agreed that the said party of the | Second part shall receive the price paid by | the Board of Public Works for concrete pave- ment. provided that payment be mae in the bonds issued by the Sinking Fund Commis- sion of the Distriet of Cou gress approved June 2d, ist4, which bonds shall be accepted and received at par.” Wherever any deviation from the provi- sions of this article has been made, it has veen occasioned by the requirement of the o.lgmal contract. Such streets only as after @ thorough examination by the enief engi- neer have been found to require it, have been taken up and repaved in the manner de- | seribed, and in no case until the contractor | and bis bondsmen were notified.
