He says that the new Me- tropolitan railway line connecting the two cities will be in complete trim and open for travel by the Ist of December next. This road will be sixteen miles shorter than the present route between the two places, and its time will be from thirty to forty minutes less. It will make connection with the southern routes by way of the Philadeiphia, ‘Wilmington and Baltimore line, and with the west by way of the Baltimore and Onto. ‘When the fight commences again between the latter and the Pennsylvania company, the Baltimore and Ohio road will use that line to make New York connections. A competing line between the two great cities of the country is one of great value, not to them alone, but to the people of every part of the United States, and particularly on the Atlantic seaboard. Put valuable as it is, it is not near as important nor half as much neede! as a second line between Phil- adelphia and Baltimore. Tne monopoly now connecting those places is in the hands of one of the narrowest minded and most grasp- ing corporations to be found in the Union, and a second line in the hands of liberal and enterprising managers woul! be worth more to the peopie of the south and west than any public improvement of the same length that could be constructed. The new road to be opened so soon will be a good thing, dowdt- less; but its fall advantages can never be realized until it bas an independent outlet as far south as Baltimore. —The new route above referred to is sald, We may add, to be tn the hands of a few cap. italists, who have out of their own means Provided every dollar necessary to build It. It ts claimed for them, also, that they have constructed the road entirely In the interest of the public, and that they can neither be bought nor frozen off from their de- termination to give the two cities and the country lying between the benefit of cheap transportation, which only can be secured by keeping open two actively competing routes,-which, we may be @xcused for adding, sounds very mutch like stories we have heard before. Mr. E.C. Knight, who was at onetime, we be- Heve, connected with the Pennsylvania rail- road, and also actively interested in other important transportation enterprises, is president of the company. An unnecessary and uniaircry 18 set up by that class of persons and papers who are de- termined to see nothing good in Washington over the fact that the sewers failel to carry off all the rain that fell in this city last Sun- day morning. Some of them in their anx- iety to make their point even go so far as to Say that the shower was nothing extraordi- nary, and that somebody was criminally in- competent or negligent because the whole fall Was not at once carried off by the sewers. The plain trath fs that in some parts of the city there was a fall of fully three inches of rain in about six hours time. If this is not extraordinary for any section of the country, then we would like to have something pointed out in a meteor- ogical way that is extraordinary. In fact, it is almost if not entirely unprece- ¢ented in the history of the city; and had her sewers been constructed large enough to ac- commodate such an exceptional condition of things the persons who built them would have been charged with criminal extrava- gance if not with downright insanity by the very fellows who are now finding fault because they are too small. By any fa! rule of reasoning our authorities past or present are no more responsible for the general results of such a rain fall as that last Sunday than the reign of Napoleon was for the floods which recently devastated tho south of France, or than the founder of Balti- more Was for the losses by the great rise in Jones Fails in that city afew years ago. It 4s not to be doubted that mistakes were made both in planning and constructing some of the sewers in Washington, and for these those in fault should be beid to a rigit accountability; bat the storm of Suaday was 60 extraoniinary in character and results that its effects could hardly have been pre- vented by any dispiay of haman foresiz’ by the expenditare of any amount of money Within the means of a single com. mounity, however rich or liberally inclined it might be. This we think must be concaled by any intelligent person who is willing to | see strict justice done to all men. And now, as was to have been expected the New York afternoon papers are clamor ing for a fast evening train from that city to Chicago. By parity of reasoning they ought tohave it. The time they name is a mu more suitable hour for starting than that now chosen; but the difficulty with it ts that the proposed train wonld arrive at d tnation after the close of the business da, Fo that even its benefits would be in no wise proportioned to its great cost. In fact, the whole fast i) scheme between the tw: cities named is a showy decidedly ex- pensive fallacy. A correspondent writes from Engiand that Col.
