EVENING STAR. WASHINGTON: THURSDAY........August CROSBY 5S. NOYES... Average Daily Circulation, 11,500 The Star for the Summer. Persoms leaving the city for the nemmer or for @ry portion of &@ may have THE STAR sent by mail, postage prepaid, for such pertod of time as (hey destre at the rate of 15 cents per week, 60 cents per month, $1.30 for Uwee months, or $3 for six months. &7-N.B. The paper is not in any case sent by mail unless the money therefor accompanies the order. — -202- Mr. W is beginning to find that open things to receive as well as to . Nettleton, late an employe of the Nerthern Paeifie Ratiroad Company, has addressed to him, which shows to the public very plainly that if there was one public officer more intluential than another in the sale of the bouds of that company that officer was Indian Commissioner Welsh. In- bis own knowledge, extensively printed and circulated by the agents of thecompany as @ ent expressly calealate! to promote ale of the bonds; and he «does not hesti- tate to express the opinion that this warm comm , thas published and ciren- lated, actually sold more of the bonds in question than any influence, corrupt or otherwise, that emanated from the Depart- ment of the Interior. As General Nettleton was an agent of the company for the sale of its bonds, he doubt- less knows whereof he speaks, and his state- ments in the premises must be regarded as conclusive. It need not be added that it puts Mr. Welsh In @ very unenviable position, and that what he may say upon the subject of frauds and bad faith hereafter must neces- Sarily be very much weakened in conse quence. Atany rate, if fhere was anything Wrong in the sale of the bonds referred to, as Mr. Welsh now insinuates that there was, it is bigh time for him to rise and explain. +200 A correspondent suggests that we give our readers, at least weekly, a detailed account of the observations made by means of the great equatorial telescope at the United States Naval Observatory, In this city. If the big telescope were capable of bringing the objects on celestial bodies to our vision with any great degree of distinetness, and Would enable us to distinguish the character Of those objects, our correspondent’s idea Would be a good one. Unfortunately, how- ever, human genius confesses its utter in- ability toconstruct any Instrument that wil! do this, and even in case of the great equato- rial (the largest in the world) at the observa- tory, we only see as through a glass darkly. A detailed account of such observations Would be of much greater interest to pro- fessed astronomers than to the public at large, since they would necessarily be de- tailed tn technical terms, which would be “all Greek” to the general reader. The ob- servations taken through the great telescope are detailed yearly by the naval officer in charge of the observatory to the Secretary of the Navy, in whose report they are embraced. ——_—_—__-see--___ The New York Jeurnal of Commerce makes @ good point when it says, referring to the fact that Rey. S. D. Hinman, one of the Sioux commission, told the Indians lately that the “Great Father, next summer, cannot keep white men ont of the Black Hills ay more than you can prevent the rain falling when the clouds are ready,” that this con- fession of weakness could only confirm tne Indians in their, opinion that the Great Father is a much overrated person, and is no more worthy of therr respect than that of the white men whom he cannot compel to obey the laws; and that the Indians may well argue that if the President is incompetent to execute the present treaty, what con- fidence ean they have that he will live upto the one which the commissioners wish them to ratify ——_—_—__-+e2-_____ Cel. Forney, who is now in Germany en- deavoring to get up some centennial enthu- siasm, says that country will be represented at Philadelphia next year in her art and matufactures as follows:—Mr. Krupp, the great iron manufacturer, has asked for a large space, and one of his specialties will be ‘& mammoth gun capable of throwing a thou- sand-pound bail. The laces, silks and tex tiles will Leed a space of at least 10,000 feet the books, engravings, especially chromos and illustra‘ed works, and typography ot Berlin and Letpsic, at least 4,000 feet; Stutt- gartand Berlin, Dresden and Manien wil; send paintings; there are already 40 exhib- itors of wines from the Rhine and 4 from the Palatinate. Wurtemburg, Alsace and Lor- raine, the grand dueby of Baden, and other provinces have sent in applications. The erection (mainiy by women) of a mon. ument to Mary Pomeroy, who alleged that sbe was sd by the Rev. Glendennin, is looked upon as a somewhat singular event The Springfield Cnion would like to regard it ‘as evidence of the growth in these latter days of @ more charitable and pitying dispo- sition toward women who fall through their love for trust in mex. For it is not to be posed that these women (for they wera ostly Women) who raised the money for incnument to Mary Pomeroy dead, would have east her out of the synagogue bad she been alive. If they are consistent, thelr tribute or pity and tenderness for the tead girl is a promise of pity charity ¥ for her sisters who, after a have the fortune or «i to Know that there are persons who can con y * good word in avor of the deluge we have enjoy weeks past. for Some of the New York physi- jans attrubute the market decrease in the teath rate hat city withinjthe last three weeks to the heavy rainfall, arguing that it has cleansed the city and carried away many of the seeds of disease. This is believed to be true in case of elevated locations, but in other localities, where people reside in cel- lars, the dampness has undoubtedly in- creased the number of pulmonary ani rheumatic diseases. The doctors are pretty Well agreed, however, that the rain has had the effect of preventing the spread of smal!- Pox to a great extent. In St. Louis the church property exempt from taxation is vaiued at 22,999,770. If the property thus exempt was without the bene- Ht of the protection afforded by the laws and @ll the other advantages secured by their en- forcement, there would be some reason for its freedom from taxation; but inasmuch is it has all Ue benefits enjoyel by the prop- erty of individuals or corporations which bas to pay, it puzzles any one to see why it should not be placed on the same footing. In faet,a sound logical reason for the ex- *mption has never yet been given. _ eee ‘The Glte- Democrat congratulates itself pon the fect that nearly three thousand People in St. Louis are taxed upon over $10,000 worth of real and personal Property, and thinks the Chicago P&@pers will “ howl” when they see the list. Possibly. But sup [pose they come back with a list of Chicago- Ans who owe more than #10,000, where will the G.-D.’s little muster roll be then? ——_—_ese Rev. Cornelius Springer, familiarly called “ Bishop Springer,” one of the oldest and Most prominent members of the Methodist Protestant church, as well as oue of the lead- ing horticulturists in that section of the country, died near Zanesville, Ohio, on Mon- day last, in the Sth year of his age.
