Atthe monthly meeting yesterday of the directors of the Baltimore and Ohio railroad in Baltimore, President Garrett delivered an address, in which the case of Garrett vs- Scott isarzued at length. In this defence of his policy in the railroad war. Mr. Garrett has interwoven some cheerful views of the present and future of Baltimore asa great In this counection he lets the eat out of the bag as to the reasons prompting the lopg-continued, unfair dis. crimination of his road in favor of Baltimore and against the District cities, and even against the citiesand towns in his own state, which are impoverished inorder to feed the Stowing greatness of Baltimore. The sacri- fice of Cumberland interests in the pending rivalry of canal and railroad is one case in point. Mr. Garrett says, and we call par- ticular attention to his words in italics “Is it not known to all that the chief point fn the policy of the Batti J Ohio Company has been to build up the e imore, and this champion of the Saratoza combination Scott) bas given to the I his course, the most sp its a in enabling it to accomplish its grand object.” The people of this District are not envious of Baltimore any more than the people of Cumberland, Hagerstown and Fraterick, but all alike do object to being bled to con- tribute to her greatness. In reference to the main subject matter of his address it may be said that the voice of Mr. Garrett is still for w: Along suffering public will doubtless echo his ery: “Let the battle goon.” He says. sarcasticaily “We must confess that the stock and debt representing the capital of the Baltimore and Ohio comp=ny present figures insignificant when compared with the magnificent propor- tions of the stock and indebtedness—without reference to the tremendous aggregate of lia- bilities guaranteed_—of the Pennsy!vania rail- road company. Were it we: instead of debt. the Sgure representing the stock and indebtedness of that company would be gi geous indeed. Whilst the Baltimore and Ohio company has $13,000,000 of common stock and =4,000,000 of Six per cent. preferred Stock, the Pe nnsylvania company shows of stock alone. on which its sharehold lers expect dividends to be continued, $65,719,400. The New York Central and Hu nver, repre- sent also enormous figures, more than elgnty- nine millions of stock, and the New York and Erie railroad represents over eighty-six mil- tions of stock, In addition to their Fespective bonded indebtedness. Parties connected with the aloud against the the Baltimore aad Ohio company on the ratlroag interests of the country; but it is the Pennsy!vania company that is responsible for these low prices. Let ihe battle go on. Already the consumers and oe lucers in all parts of the United States have had their attention directed the ceonomies of the port of timeore and its ample supplies of gooas of every description at the lowest prices, and the determination of this read to maintain at ail times moderate rates for the transportation of imports ai exports to and from the port of Baltimore. tet ecution of The ent of the signature of the Incoming Taited States Treasurer which is being pro- duced by a number of newspapers is by no means a faithful reproduction of the original. Gen. Spinner, the present Treasurer, has in % official possession a number of papers ting to Mr. New’s bank which are signe! by Mr. N. as president. The signature at- tached to these documents is utterly illegi- ble, but resembles at first glance the word «Edwarl,” written with many extra flour- ishes. Gen. Spinner points to it with pride as being infinitely worse than his own gothic autograph. ee Postmaster General Jewell is commenda- bly level-headed on the intluence of the Press. “What we want in this department,” said he yesterday, “is dayhght. I want no secrets concerning it locked up in my breast. If there is anything wrong 1 want the newspa- Pers to know it. for as a rule they denounce fraud of 11 kinds, and are potent in remedy- ing existing evils. Thieves don't like to be heid up to public olium by the press, but the fet (hat they are shown up occasion @ salutary effect on rogues who are perpetrate some raseality.” What ia the world is the trouble with the mils between this city and Alexandria? The *fternoon newspapers printed there frequently do not reach us until one o'clock tue next afternoon. Of late we have been receiving our Boston exchanges sooner than the Alexandria papers, which are published but seven miles away. In fact we could get @ message from Alexandria, in Egypt, almost as soon as from Alexandria, Virginia, It is rather a slow coach that requires twenty- three hours to carry the wails a distance of seven miles. Loutsiana and other ballot-box “stuffing lo- calities might take a hint from an election held by the Narragansett Indians, in Ruode Island, the otherday. The method of elec- tion consisted in placing the two candidates some distance apart, after which the mem- bers of the tribe divided with the two men, and those in the majority were declared suc- cessful.
