Included is a list of the items of credit or indebtedness on account of personal Property, and also specifications of the prop- erty exempt from taxation. It is stated in behalf of Senator Hamlin that he is not alone responsible for the pas- sage of the law doubling the postage on transient newspapers. Ex-Senator Ramsey, of Minnesota, it is asserted, drew the amend- Ment which changed the law and handed it to Mr. Hamlia, requesting him to present it. This Mr Hamlin did. Mr. Ramsey had long been chairman of the Committee on Post Offices and Post Roads, and consequently ‘Was supposed to know the effect of theamend- ment. But again, in behalf of Mr. Ramsey, it ts alleged that he drew up the amendment &t the request of the Post Office department. The Post Office department, it is understood, declares that itdid not desire that the in- creased rates should affect newspapers. So the responsibility for the passage of the ob- noxious measure revolves round the circle, and can be fixed nowhere. One thing is evi- dent, and that is that noone of the parties concerned feels proud of his share in it, or is disposed to take the odium that the people of the country seem determined to fasten upon the proper shoulders. It is pretty cer- tain, in view of the temper of the country, that the law will be repealed with quite as much haste on the opening of the next Con- gress, as It was rushed through in the closing hours of the last Congress. -—+20e0- = Much has been hoped by the European traveling public of the Bessemer steamship. @ new wrinkle in the steamer line which, by means ofa movable or swinging saloon, was to do away with the horrors of sea-sickness in crossing the British channel. The expe- riment has been tried, and the steamer has Proved 4 good sea-boat and fast, but alas! the passengers did not escape the necessity Ofexposing theirtrue inwariness"in the way ofa tribute to Neptune. The action of the sea, and especially the chopping sea of the British ebannel, upon a vessel is too varied and com? plicated to be dealt with successfully by a swinging saloon; and the motion most treacherous of any to the qual: stomach cannot be dealt with at all. This is the rising, lifting motion as the vessel mounts a swell; and the succeeding falling motion is about as bad, and is alike impracticable Of treatment by any balancing arrangement which only effects lateral motion.
