The vote of 3 to 3, by which tho further consideration of the resolution to admit Pinechback was deferred until next Decem- ber, was by no means a test one on the ques- tion of his admission. It was evident when the long and wearisome discussion closed that a vote on Mr. Edmunds’ amendment that Pinchback be not admitted, would have Tesulted In its adoption by a majority of at least five, the majority being constituted of republicans like Edmunds, Christiancy, Dawes and others. Mr. Morton last night, in speaking of the wonderful cohesion of the democratic members and the remarkable unanimity with which they vote on all measures of @ political character, said they were like the card-player—“when in doubt they invariably take the trick—they invari- ably give themselves the benefit of the doubt, and are never guilty of soaring high above 1 party considerations like gome republi- can Senators and making republican speeches Within their own organization.” Contin- wing to wield the party whip, he said that he had never listened to a better democratic Speech than the one delivered yesterday by Mr. Edmunds, and the latter sarcastically retorted that perhaps he, Mr. M., heard bet- ter democratic speeches when he used to make such speeches himself. Mr. Morton replied with some temper that if it was to be thrown in his face that he made a demo- cratic speech twenty-three years ago, what ‘must be thought of a republican who makes 2 democratic speech in the United States Senate in 1875; a remark which elicited a ripple of applause in the gatleries. Mr. Mor- ton’s remark relative to the unanimity of the democrats was illustrated last night when the vote on postponement was final- ly taken. Every democratic Senator voted against the postponement. Several repub- lieans, including Logan, Robertson and Ed- munds, declined to vote, while three repub- lieans, Booth, Christiancy and Hitchcock, voted with the democrats against postpone- ment. Mr, Johnson, of Tennessee, cast his first vote of a political character, and when his name was called gave an emphatic “no” on the question of postponement ‘There can be no doubt that Mr. Logan ‘was right in holding that the question should be decided one way or the other as soon as possible. The interests of Louisiana and the jaterests of the whole country required it, and the vote to postpone was sim,ly a vote to continue the present anomalous condition Of things in that state for eight months more, during which it is impossible to predict the harmful results that may ensue. While the question of the legality of the legislature which elected Pinchback is not necessarily connected with the contest for governor in 1872, the recognition which has been extended Kellogg is generally regarded as quasi, and his government of doubtful jurisdiction, while Pinchback is denied admission to the Senate. The postponement of the question will probably work still more mischief in unbappy Louisiana, and if it docs, Congress must hold themselves responsible. The President has appealed again and again for decisive action, but with no avail. He may, however, regard the non-action of that body as a sort of negative endorsement of his poli- ey, and. under the circumstances, would un- doubtedly be justified in pursuing the course his best judgment impelled him to take. Legisintion om the Adulteration of Food. The various state and municipal govern ments in this country have coveret almost every conceivable subject for legislation con- cerning the public welfare, except that re- Jating to the adulteration of food. There are exceptional instances, we believe, where an attempt has been made by municipal! author ity to regulate the sale of pure articles of diet, but there is no general law in any of the states for the same purpose. In Great Britain parliament long since took hold of the ques- tion as one demanding the supervision of Jaw; but so many technical objections have arisen under it as to what constitutes an adulteration that a society of public analysts has taken hold of the matter and adopted the following definition: An article of food or drink shall be deemed adulterated if it contain any ingredient injurious to health, or any substance which increases its weight, bulk or strength, unless such substanee be necessary for its manufacture or preserva- tion, or be acknowledged at the time of sale; or if any important constituent has ben whelly or in part abstracted or omitted with- out similar acknowledgement at the time of sale; or if it be an imitation of, or sold under the name of, another article. With a strict interpretation of this general qualifica- tion and a rigid enforeement of a law against adulteration, it cannot be denied that the bealth and comfort of millions of con- sumers in this country would be promoted if the British statute was incorporated with ourown. Imagine thedigust of the Ameri an dairyman, says a New York paper, with whieh he would regard a reguiation that “milk shall contain not less than nine per cent., by weight, of milk-solids not and not less than 2.5 per cent. batter-fat,” that skimmed milk shall contain not less than 9 per cent. milk-solids not fat; and that batter shall contain not less than 8) per cent. of butter-fat; or of the grocer who should be compelled to seli tea that should not yield more than § per cent. of mineral matter and provide at leat 30 per cent. of extract, or vine- gar that is required to have 5 per cent. of acetic acid. -— -s0e- Probably the most important advantageous result of the recent opinion of the Attorney General relative to the guarantee of the United States for the payment of the interest of the 3.65 bonds will be the placing of these securities on the list of the New York stock exchange. Heretofore the examining com- mittee of that board have repelled these se- curities from their lists, and tor the reason that the guarantee of the interest on the part of the government was ambignous and eva- sive. The pointed opinion of the Attorney General, in additien to the legislation rela- tive to the guarantee by the last session of Congress, is sufficient to hereafter and for- ever settle that the United States does in- dorse and guarantee to pay the bonds, prin- cipal and interest. Under this state of facts these securities ought to, and undoubtedly ‘will, stiffen in prices. see —__ It has been charged that the legislation raising the postage on transient newspapers from one to two cents is due to the lobbying of the Adams Express Company, and one of the New York papers says that Mr. Sanford, one Of the managers of that company, “is widely reported to have spent a good deal of money ‘@t Washington in dinners to Congressmen, ‘nd in other approved devices for opening ‘the eyes of the blind.” Well, Mr. Sanford ‘Was unquestionably “lying around” here (as the Rev. Eggleston phrases it) a gooi deal last session, but probably he and his » ciples.” A newspaper can now be sent 1 ©. Now that it bas become apparent that a mafority of the standing committees of the forty-thre= dio- ceses are opposed to confirming him as bishop, bis friends make the point that the committees have power only to pass npon his election as a matter of form and legal technics; that it is beyond their jarisdiction to nnllify the choice of the Llinois diocese by rejecting him on account of his theological opinions.
