EVENING STAR. WASHINGTON: WEPNESDAY.......March 10, 1875. Reading Matter on Every Page. DAILY CIRCULATION OF THE EVEN. | ING STAR LAST WEEK. Transient Matter by Mail. ‘The express companies did not succeed in wetting a repeal of the Jaw allowing small of merchandise, &c., to go through the mails; but the law was so modified by the late Congress as to have the rate doubled on Merchandise in the malls—that is, making it two instead of one cent per ounce. The Post- master General announces that transient newspapers, as well as books, pamphlets, periodicals, &c.,are embraced in this law, and will be charged one cent for each ounce or fraction thereof. No one thought that transient newspapers were included in this Proposition. If weighing at all over an ounce, no matter how narrow the margin, two cents will have to be paid instead of one. This onerous requirement goes into effect to- day, under the following circular order of the Postmaster General in regard to third class mail matter “ On books, pamphlets and occasional pub- Heations, transient newspaper, magazines periodicals, handbills, posters, sheet Sous cnocatea viscatars prospectuses, book roof manuscrip root-sheets, corrected sheets, prin cards and blanks. m raphs, prints, chromo-lithogray NES, seeds, cuttings, bulbs, rvots, scions, and flexible patterns, samples of ores, metals, minerals and merchandise, sample cards, photegraphic paper, letter envelopes, postal envelopes and wrappers, unprinted cards, plain and ornamental paper, card board or other fiexible material, and on all other mat- ter of the third class for which other rates of postage are not prescribed, one cent for each ounce or fraction thereof. Weight of pack. age limited to four pound: ———__-see- The later returns from New Hampshire reduce, somewhat, the proportions of the republican triumph from those first reported. It is probable, however, that the republicans bave carried two of the three Congressional districts, and also the legislature. In conse- quence of there having been three candidates for governor (one probibition,) in the field, it is doubtful if there has been any choice by the people. Stenuous exertions were made by both parties to carry the stat= in view of the effect upon other states where elections are to take place, and notabiy Connecticut, which votes on the first Monday in April Heated charges of fraud and coercion were made, proand con. It was alleged on one side that the democratic legislature last year gerrymandered the state shamelessly to give them the advantage in the leg- islative elections; and also changed the naturalization laws to enable them to import a flood of voters. On the other side it was charged that the United States officers, at the dictation of the republicans, were attempting to intimidate Voters. According to the testimony of un- prejudiced spectators there was undoubtedly &.good deal of “cooked” naturalization ac- complished at Manchester and some other favorable localities. Considerable feeling was created by the importation of confeder- ate generals to stump the state for the demo- erats, and a circular was sent out by the re- publicans containing this paragraph: “See to it that the rsdn which dares to in- sult you and heap honor on the graves of your sons who died in battle by bringing here the rebel Generals Gordon and Lamar, who still swear by the lost cause to instruct you concerning your political duties ts defeated. Behave ina manner which will nny prevent a repetition of the irsult. The last legislature of New Hampshire had a democratic majority of 4 in the House and 13 in the Senate; or a majority of 17 on joint ballot. —————_ 2 -__ An Inspection of the tables showing the number of patents issued by the United States to residents of the different states and territories during the year 1574, is interesting as exhibiting the relative inventive genius of the jpeople of such states and territories. One is not at all surprised to learn on looking over the list, that Connecticut, the land of Steady habits, likewise of bassewood hams and wooden nutmegs, keeps up the reputa- tion of her citizens for cleverness by leading all the other states and territories, with refer- ence to population, in the number of patents obtained, the figures showing that she re- ceived one patent for every 804 of her inhabi- tants. And what state comes next? Massa- chusetts or New York, perhaps, answers someone.
