The election in New Hampshire today, which it is conceded.will be very close, with the chances rather in favor of the republi- cans, is for governor, a railroad commis- sioner, three congressmen, five councilors, twelve state senators, and county officers. Until within a few days past the canvass was rather a tameaffair ou both sides. The accession to the political stump in that state Of several prominent members of congress, among them Senator Gordon, of Georgia, and Representative Lamar, of Mississippi, during the last week, infused much vigor into the contest jast before its close, and the result will be looked for with considerable interest. Since 1571 thestate has been pretty evenly divided politically. In that year the eemoeratic candidate for governor received & majority of 9S; in 1572 the repablican can- didate received 2,167 majority; and in 1873 the republican majerity was 2 Last year the vote for governor stool: Weston, democrat, 35,198; MeCutehins, republi- €an, 34,158; prohibition, seattering, 42. A majority of all the votes e2 New Hampshire for the election of state offi- cers by popular vote; otherwise the election is thrown into the legislature. This was the ease In 151, when Weston, who received a plurality, was elected py the legislature... In Isti the vote for congressmen resultxt in democratic majorities of 3 in the first dis trict; 449 in the second, and 152 in the thirJ. In 13 the republicans obtained 373 majority in the first district, and 7 in the second, wile the democrats had 353 majority in the third district. This year there are three Richmonds in the gubernatorial fleld, viz: Person C Cheney, republican; Hiram R. Roberts, dem- ocrat; and Nathaniel White, prohibition; and it is thought there will be no choice of governor by the people. The respective can- didates for railroad commissioner are Chas. H. Powers, republican; Adam T. Weston. ——* Renominated. —+20e--— The Revival of Business The New York Commercial Bulletin, a paper devoted exclusively to business iaterests, congratulates the business community on the adjournment of Congress. on the ground that one of the most formidable embarrass- ments to spring trade will be got ridof. The Bulletin says that it is not pleasant to be com- pelled to characterize the National Legisla- ture asa formidable embarrassment to the advancement of the commercial or indus- trial interests of the country; but the entire unanimity with which almost almost all classes of business men were expressing the conviction that “as soon as Congress is out of the way” a general revival of trade may be looked for, we are constrainel to say, dis- closes a popular conviction in that respect which cannot well be mistaken. This of course does not ariseso much from the de- layed adjustment of political questions as from the uncertainty prevailing in business cireles as to what Congress my do regari- ing taxation, which affects in some way nearly every local industry and every branch of foreign trade. Either through ignorance or baste in the various steps of legislation great injury is wrought upon business inter- ests. The late session furnishes several Striking examples. When the Committee of Ways and Means first took up the question of providing additional revenue, it seemed to be conceded in almost every quarter that the recommendations of the President and Sec- retary Bristow for the restoration of the duty om tea and coffee would be complied with. The fact that this duty was hones'ly and simply collected; that it fell upon the rich and poor alike, (and that the increase was a source of profit to the foreign exporter rather than the domestic consumer,) led the deal- ers in tea and coffee to buy up large stocks. In an unexpected moment the increase of duty was abandoned and one inereasing the old duty on sugar twenty-five per cent. was substituted; but here an awkward blunder was made by the committee in excluding from the Proposed inerease “melada and tank sirups.” If the bill had become a law with this exception, the revenae would have been diminished instead of increased, for the importers would have imported their sugars in that low grade ata less duty of twe mty- five per cent., and had them reftned in this country. The refining interest alone would have profited, while the government would have falled to get any more revenue from the duty on the higher grade of sugars. Of course this mistake was rectified, but not until it had eausel some serious losses to large importers. The proposed tax on bond- ed spirits, which was afterwards abandoned, caused millions of dollars to change han¢ bond, when prest it proved to be wholly unnecessary. Other instances might be cited of recent occur- rence, such asthe sudden vote of the House restoring the income tax, the tax on sales, ete.,and which were as sudden!y abandoned, but they woult all tend to show that busi- ness interests are materially i by the caprice of so-cailed legisiati i sible, timely notice should be eal changes. It isn’t every mau who would value his life as low as $2.40, even in Spanish gold. In view, how- ever, of the implied apology by Spain, and the acknowledgment of the fact that she has been guilty of violating the laws of nations, perhaps our people will be satisfied with the settlement. endl Congress declined to play into the hands of the ring of speculators, including some U. 8. officials at Salt Lake, who have sought to induce Congressional interference in Utah affairs enabling them to reap some profit. For this prudent course on the part of Con- gress the people of Utah aue largely indebted to their able delegate, Hon. George Q. Can- non, who by his intelligence and urbanity prepossessed 411 with whom he was associ- ated, both in his own favor, and that of his constituents. —_——<e Uncle Ben Wade, on being recently inter- yogated in regard to his running for governor f Ohio, said he was thoroughiy tired of po- titieal life, and wanted a rest. Ot course I could beat him 2: 1 entered the race against him.” ) One of the principles contended for in reforming the civil service of the govern- ment, by certain members of Congress from time to time, was that all appointments ta the executive departments should be equally distributed among the several states and territories. It has always been found inju- dicious and impracticable to do this for many reasons which it is not necessary to enumerate. Notwithstanding this fact the clause for the recrganization of the Department in the Sundry Civil appropria- tion bill contained a proviso that “on and after January 1, 1% the appointments in tis Department shall be so arranged as to be equally distributed between the several states of the United States, territories, and the District of Columbia.” At the lait moment, however, this proviso was modi- fied by inserting the words “as far as prax‘i- cabie,” immediately after the word *tis- tributed.” Since the equal distribution busi- ness has not been found practicable, the ma: er of appointments is left, as heretofore, in the hands of the Secretary.
