The amount collected 1s to be distributed for the purposes requirsd under the various acts in force in the District of Columbia by the Commissioners, upon a just and fair apportionment to be established and pub- lished by them. Deficiencies in any of the funds to be enumeratei in the apportion- ment may be supplied from any surplus in either of the funds so apportione.l, wheaever &@ surplus exists, but not otherwise. One-haif of this tax is to become dus and payable October Ist, 1575, and the other half on April Ist, 1876, and if not paid on or before the times stated a penalty of two per cent. is to be added upon the then amount of tax on the first day of each succeeding month until payment be made. Th deduciions to be mate in the assessment emraces the amount of ary valid and bona fide debt or debts which any person shall individually and absolutely owe. Personal property inclules bonds, deeds of trust, mortgages, crejits and all other choses in action or possessioa, owned or held in trust or otherwise, and such other Property as may be eaum:ratel oa tne schedule. - The theory of the law is that all property Bot specially exempt shall bear its propor- Uorate share of tax. Its construction and execution being left to the Commissioners, they will have to determine what shall be included in the schedule of taxable personal property. It is probable that mortgages and deeds of trust will be held to be taxable against the mortgagee or holder, and that a deduction of the value of the mortgage will be made in favor of the real estate so encum- bered, held by the mortgagor. It is likely that all deductions will be confined to the particular kinds of property taxed, and not be allowed tooffset against any other. Stock in trade or merchandise in store in excess of the deductions allowed by law will be held to be taxable personal property. The proper deductions against a merchant's stock in trade is the amount he may owe on such merehandise. Bonds of all kinds, exe2pt gov- ernment bonds. the 3.65 District bonds, the Chicago relief bonds, amounting to $100,000, and the Georgetown steam force pump, $3,500; and all kinds of stocks of public or private corporations, certificates of indebtedness and all other securities will probably be included in the schedule. Between this day and the 20th day of said month the assessors are tohold daily ses- sions for the purpose of equalizing the assess- ments and hear and determine all appeals. ‘The forms and blanks will b> somewhat sim- ilar to © used in the assessment of the in- ternal revenue tax, and it is understood are to be the same as those used in Indiaaa and Onto, ———_--see- —____ Lowering of (anal Tolls. We very recently published an extract from the Cumberland (Md.) Times, taking, in the main, a judicious and hopeful outlook upon the business prospects of its more im- mediate vicinity and, incidentally, of the country at large. The Times argued that through « moderate reduction Of prices on all hands. so as to accommodate themselves to the general shrinkage of values, business Would drop back to its old and firm basis and # rational prosperity be restored. Address- ing itself particularly to the coal trade, which is a leading interest in western Mary- land, and taking into view the large reduc- ton im coal freights to Baltimore by the Baltimore and Obio road of 25 cents per ton, Yhat journal very naturally suggested that a corresponding reduction in the rate of tolls on the Chesapeake and Onto Canal must ensue. A later number of the same paper contains comparison of the costs of shipment of « omberland coal by Baltimore and —— town respectively, which, « ference between the ton of 2,000 roca tlad the voad and 2.240 pounds by canal, vary no | | with the demands, as well of reason and vantage is greatly with the railroad com- { pany, and will necessitate a reduction in the cost of shipment by canal. With a railroad reduc. tion of freight to tidewater so considerable a8 25 cents per ton, it must be merely fatuous in the canal directory to refuse a correspond- ing reduction on their part; and any unne. cessary delay in so doing will be sure to in- duce a belief in the public mind that the canal board are less influenced by a desire to benefit their own canal and their customers than to favor the plans and interests of the Baltimore road. As there can be no doubt that the board must drop its toll-rate sooner or later, it would be more graceful in them to doit do it promptly.
