Congress will next have to pass an act amendatory of the civil rights bill and de- elaring the legislative interpre word “inr.” Itis a little remarkable that, while most acts of Congress abound in ver- bosity, there should in so many cases be a doubt as to the true intent of-certain words and phrases employed in such acts. A United States Commissioner in North Caro- fina yesterday promptly dismissed the charge brought by a colored man against a saloon-keeper for refusing to sell him a drink, on the ground that the civil rights bil has no application whatever to bar-rooms. ‘The bill limits the rights of colored persons to “inns, public conveyances by land or water, and theaters or other places ef public amusement,” and it is already urged that saloons or restaurants are not inns unless they furnish lodging accommorlations. Web- ster defines the word inn tomean, in its first sense, “a house for the loiging and enter- tainment of travelers; often a tavern where liquors are furnished for travelers and others.” A tavern the same authority de- fines as “a house licensed to sell liquors in small quantities, to be drank on the spot;” and adds that ‘in some of the United States tavern is synonymous with inn or hotel, and denotes a house for the entertainment of Sravelers, as well as for the sale of liquors, licensed for that purpose.” It was undoubt- edly the intention of Congress to make the word “inns” cover all places where liquors are sold; but nevertheless, if the new law is to be literally interpreted, it is already a @ead letter so far as saloons and restaurants Without ledging accom molations are con- cerned. 02+ —____ ‘The District Commissioners feel gratified, and with reason, with the results of their ef- forts before Congress in behalf of the Dis- trict’s interests.
