Mow the French Paid the Five Mil- Mards, When five years ago France, under the conditions of her treaty with Germany, promised to pay five milliands, or $1,000,000,- 000 to the latter as the condition of peace, it was generally predicted that the financial ‘equilibrium of Europe would be upset by the transfer of so vast a sum from one country to another, and that the whole system of In- ternational monetary relationship would be thrown Into confusion. And yet, the whole of this vast transaction was carried out be- tween Ist June, 1871, and 5th September, 1873, (twenty-seven months,) and not one serious Qifficulty or disorder was produced by it. The fact was, as set forth by a Blackwood writer, ‘that the commercial world had no idea of Its own power, and failed altogether to suspect ‘that its own current operations were alrealy #0 enormous that even the remittance of five milliards from France to Germany could be €rafted on to them without entailing any material perturbation. It is now estimated that the entire cost to France of her disastrous campaign with Germany amounted directly and indirect- Jy to $2,030,000,000. That this enormous sum has been successfully shoulderel, and the #1,€00,000,000 paid over promptly to Germany Bhows, first, that France is vastly rich; see- ond, that the trade of Europe has attained such a magnitude that figures are ceasing to Convey its measure; and third, that the ag- gregate commercial action of nations is a Jever which can lift any financial load what- ever. The transaction is an admirable piece of International banking, and in the econ- omy of its management should teach a lesson to American financiers. Another instructive fesson is furnished in the illustration here given of the wealth brought to a country through having the rest of the srorld as cus- tomers. France has no gold mines, iron mines, or other extensive mineral resources such as the United States abounds in, but she draws the money of the world to her to pay for her exquisite fabrics and manufac- tured products, and thus becomes enormously Wealthy, while the United States, in the very height of its wonderful resources, seems to bs buying from Europe more than it sells, and ® Steady drain of money Is going across the water to pay the difference. ———_-+e- The sorely-needed appropriation of 210,900 for the suffering poor of Washington, ob- tained through the untiring labors of the of- ficers of the Relief Commission, will very Properly be distributed through that char- itable organization. The commission expect to renew operations as early next week as the money can be mace available. = SS If the fatiure of the Senate yesterday to take the final step to complete the passage Of the bill to equalize soldiers’ bounties has resulted Jn a good deal of disappointment, it should be a consolation to those whom the bill was intended to benefit to know that their loss is Unele Sam’s gain, since the fa!l- ure of the measure saved the government a Jarggsum, estimated all the way from $50,000,000 to $150,000,000, at a time when the Money cannot be spared. The President will doubtless be censured in some quarters for not signing the bill after it had been enrollet and had received the signatures of the Speaker of the House and the President of the Senate, but had he done so the bill would undoubtedly have been declared null and Void by the courts, since the Senate had re- fuse to formally accept the conferees’ report. ‘That this report was in fact the bill as it had previously passed the Senate made no differ- ence in the status of the bill. Tae aceeptance Of the report was necessary to the final pas- nage of the bill, and it is understood that the Senate, in laying the report on the table, acted deliberately and with intent to kill the measure. sa0e-- There is « rumor afloat in railroa. circles that the Pennsylvania company in pursa- ance of their policy to transfer their fight from Philadelphia, their stronghold, to Baltimore, the stronghold of the Baitimore And Ohio, are about to reduce the price of round-trip tickets between Baltimore and ‘Wasbirgton to $1. The regular price of Yound-trip tickets between the two cities is now $2.
