G. Youns. Sworn and subseribed before me tis 21 day of Mareb. A. D. 1575. {SEAL} Joun T. C. CLarx, J. P. How It Works. Hotel keepers, theater managers, and others affected by the civil rights bill are moving in behalf of concerted action as tothe course to be pursued to save their business from injury. In Baltimore the hotel-keepers have bad a meeting and decided to follow the course to be pursued by the principal hotels in New York city. Should there be any necessity, the accommodations will be designated by the proprietors, and all who are in a hotel will receive the same fare, the Proprietors to regulate the location of rooms, &c.,in the same manner as they have been accustomed to do. In New York it is ex- pected @ test of the matter will be made to- day at the Fifth Avenue Hotel. Ina conversation yesterday Bishop A. W. ‘Wayman, of the African M. FE. church, and Mr. Webb, cashier of the Ba! of the late Freedmen’s Savings-Bank, both intelligent men, experienced in the needs of their race, and both exerting considerable influence with them, give their views freely in reference to the bill, the Sun states. Bishop ‘Wayman said the colored people have nu- merous churches and schools of their own in Baltimore, and, said he, “they have their own graveyaris too.” As to theaters and restaurants, the good bishop did not care about them at all, but he knows the colored people are too well accommodated with drinking places of their own, and they have very numerous public entertainments at scores of halls allover the city. Houses of public entertainment kept by respectable colored people are as plenty as the needs of the population demand, and no disposition is manifested to interfere with the white people by respectable colored people. Neither the bishop nor Mr. Webb expressed any grat- ification at the passage of the bill, nor did they state any objection to it. Both were of opinion that the colored people could not be elevated in the social seale by legal statute, but must depend upon their personal worth and endeavor. They said that in a week, if the question ws not agitated by the white People, it would be forgotten in Baltimore that there was a civil rights bill. If any overt act: are undertaken by colored people | there they would be by strangers or designing politicians among the colored residents of the city. In New York the theater managers pro- pose to be guided by the advice of counsel. Some of the hotel proprietors have also been “interviewed” upon the matter. At the Fifth Avenue hotel, Mr. Griswold said he did not think that the bil! would trouble the ‘New York hotel proprietors. To the ques- tion if he would permit colored men to haye such rooms as they desired, he said he did not allow his present guests to dictate tohim as to what portion of the house they would oceupy; they were assigned such rooms ashe Saw fit to give them, and if they were not satisfied they were at perfect liberty to go elsewhere. At the Grand Central, H. L. Powers, the lessee, was called upon, and in reply to the question whether he would en- tertain colored guests, be said that he did not think he woull be either honored or troubled with them. When asked if he would allow them to sit at the genera! table, he said that the hotel was provided with three dining-roors, and as he did not allow any one to dictate in his establishment he could dispose of colored guests as he saw fit, | and that if he saw fit to putany one in the | smallest dining-room he should do so. The general impression given by the pro- | prietors was that probably all their rooms would be cecupied, or not in a condition to | receive undesirable guests. The ovation to Speaker Blaine on th Journment of the House to-day was so: thing unprecedented in spoutaneity and heartiness. An immensely protracted round of applause followed his admirable little re- tiring speech, and scarcely had it diel away when, as if by a general impulse, the House and galleries took it up again with added hurras and shouts that soundet in depth and | vim very much like the big “tiger” of some | great mass meeting. Again and again the | infectious applause broke out and swept | through the hall, and it began to look as if there would be noend toit. Mr. Blaine, in the meantime, stood at the Clerk's desk bow- ing his acknowledgments. and was visibly affected. For the first time, perhaps, in his political life his eyes were suffused with tears; ard, indeed, the heartiness and univer- sality of the demonstration was weli caleu- Jated to touch the sensibilities of even the coolest spectator. see.
