The N. Y. Post, of Saturday, calls the Japan- ese indemnity fund biil, as agreed on by the House Committee on Foreign Affairs, a “bi- lateral compromise.” Instead of dividing the fund into four parts—one for the Japanese zovernment, a second for the officers and crew of the Wyoming and the Ta-Kiang,a third for schools for Japanese and American youth, and the fourth for the United States govern- mert—it is now proposed to divide it into two equal parts, one to be returned to Japan ard the other to be used as a fund. The Post thinks that either the money we received from in belongs to us or it does not. Ac- centing to the bill in its latest form, how- ever, both propositions fre true.
