They denounce the proposition to leave the District government in the hands of the Commissioners as a plan of the ring to keep their own tools in power; they oppose the Sargent bill, which proposes elective officers in place of the Commissioners, as a plot of the ring to elect their own tools; and now they profess to believe that the Morrill bill, prepared by men of the standing and legal repute of Messrs. Morrill and Hoar, {and which provides for appointed officers,) is yet another ingenious de- Vice of the ring to perpetuate its power. Xow it so happens that a large proportion, perhaps a majority. of the petitioners for the Morrill bill have been the opponents of what ds called the Distriet ring; avd they all are tax-payers and business men of standing, who feel the vital necessity that Congress shall pass this bill, or some equivalent bill, before it adjourns, to avert a most disastrous finan- cial and business collapse. It will be seen that the Committee on Banking and Currency this morning agreed to report in favor of printing two impressions ©f the national bank notes and greenbacks ©utside of the Treasury building.
