The Senate Committee on the District of Columbia managed to secure a quorum for a tew minutes this morning. Messrs. Lewis (chairman), Spencer, Hitchcock, and Ham- siton (Mo.) being present. The first subject brought up for considera- m Was the bill noted in last Friday's STAR iding for the payment of $50,000 to aid construction of the new school build- ing in Georgetown. Mr. W. W. Curtis, pres- ident of the boord of school trustees of the District of Columbia, was first heard in bi half of the bill, which has already passed the House. He stated that the board of school trustees asked this money as a loan from pre Congress, and in view of the fact that the District is at present without a legislative body to make the necessary appropriation. Mr. John H.
