WASHINGTON: Largest Citealation in the Distt It is the sense of the country that Congress will make a grave mistake if it abolishes the navy-yard at Washington. Here depth of water, proximity tosupplies ofall kinds,cheap fuel, central location, freedom from ice block- ades, healthful surroundings, safety from for- eign invasion, and all other requisites for such an establishment are combined in a greater degree than at any other point In the country; and the very last yard to be diseon- tinued should be that at the seat of govern- ment, where all Ite operations are under the direct and tmmetdiate supervision of the proper official authorities. Instead of being abolished, it really ought to be made, by every consideration entitied to weight Insuch cases, the principal yard in the country. The criminal danger of having navy-yards, arse- nals, etc, located at remote and exposed places was too forcibly illustrated in the in- a@uguration of the great rebellion to make that policy acceptable to the people of the United States now or at any time in the future. Congress will do well to reflect on these things before acting on the matter. oo Mr. Irwin seems to have refreshed his memory considerably, and this morning dis- closed a good deal of interesting information im regard to the Pacifie Mail corruption fund. Throughout theearly history of the Beecher seandal the leading morning papers of New York showed a sympathetic leaning towards the great pulpit orator that was readily ex- plained by the personal friendship of many of the editors for Mr. Beecher, and by theirdis- inclination, otherwise. to see his world-wide fame destroyed. But now that the case is fairly before the courts, these papers, with one exception, take a fir, judicial course, and are content tolet the evidence tell its own story with the jury and the public. That exeeption is the Trane, which paper has been in the habit, daily,of making up what purported to be a summary of the evidence, but which has been so thoroughly biased, and Beecherish, that it is no wonder the counsel for Tilton yesteniay objected to the po apes reports being quoted as official, characterized them as unfair and unjust to the plaintiff, and as abounding in false inferences and false statements. The Brook- lyn Eagle, referring to the matter, says that “the Tribune's reporters take down every Word correctly, but that somebody in the Office ‘edits’ the copy s0 as to ‘improve it.” This ‘ editing’ of testimony ina partizan way may be considered the proper thing by a great “metropolitan” paper, but would be held by the “ provincial press” to be a repre- hensible practice. There is nothing like starting right. There is much sense in Mr. Thurman's remarks in the Senate on Tuesday relative to the gathering and compiling of statistics. “Reliable statistics are valuable,” said the Senator, “but unreliable ones are infinitely Worse thad none at all.” He took the view that we already have enough statistics, and that those which we have not at hand are easily obtainabie without incurring the ex- pense of maintaining a bureau to collect and compile them. He instanced railroad com- panies which in many states are compelled by law to report to a state railroad commis- sion giving statistics relative to constrac- tion, cost of maintaining roads, cost of trans- portation, &c.,&c., in fact everything any one would desire to know In this direction. He referred to the ninth census volumes which contain a vast amout of statistics relating to Population, occupation, climate, education, commerce and manufactures, agriculture, and of diseases, “from the cerebro-spinal me ningitis down to the itch,” and thought there ‘Was quite enough in these volumes to satisfy Most people. In somewhat the same vein were the remarks of Mr. Sherman, who re- garded the volumes issued by the Bureau of Statistics as too bulky, and instanced a small British publication which he exhibited, containing everything necessary in refer- ence to official statistics in condensed and convenient form. He believed we could imi- tate Great Britain to advantage in this re- spect, and that one intelligent mind to direct four or five clerks could compile a similar volume yearly. —— +200. — Norman Wiard’s voice is for war with Spain.
