Tt ene in the yard of Judge Van Brunt’s bonse—where the shooting took place—was « thrilling one. The shooting was done by a brother and nephew of Judge Van | Brant’s, who live next door to him, his house being unoceupied during the winter. When they were aroused by the barglars they went quietly and coolly into the yard of the Judge's bouse and watched the movements of the burglare. The latter, when they were observed fired rapidly upon young Van Brant. A des perate fight then ensued in the yard which was witnessed by Mrs. and Miss Van Brant, who shrieked with terror as they saw the desperatoes fire deliberately upon the husband and father, gon and brother. Mesher’s only words were “I'm through.” Douglass made a great noise expressing penitence and begging for whiskey, which when given him he refused to drink. He tore his wounds which were frightfal, and im making bis confession ssid that the boy Would certainly get home all right. j This ia one of the most remarkable cases of retributive ju-tice on record. But few cases apon the criminal records of the country are | more prominent than the abduction ef the little boy Charlie Koss in broad daylight, acd the tragic end of the cbief actors, givesit a most | thrilling interest. The police and detective force of our entire country have been entirely and completely batted, until Providence in its | Own awful and mysterious way brings to light the crime aud its perpretators. It is to be devoutly hoped that the boy may be returned tohis home, and that the woman Mosher may not in a spirit of vengeance be driven to adda | murcer to the already revolting crime in which she has participated. / 22+ Specie Payments. Commenting upon the fact that “the advices | from Washington all agree that there is a grow- ing disposition in Congress to legisiate in favor of specie payments,” the New York Pos! thinks that if nothing more ts done than to mak3a ba. | ginning in this direction the country will be greatly benefitted. Congress has, in legislating, | to keep in view bat two points—one to increases the gold in the treasury and the other to di- Minish the amount of notes to be paid. Tue contraction of the treasury notes cirealation need not be vivlent, and the accumulation of gold can be conducted eo judiciously that even the importers will not have reason for grum)- ling. One ha!f of the — treasary currency balance, tor it is twice as large as is needed for working parpeses, could be at once canceled without disturbing business at all. After that there remain many methods for contraction, from which the one least burdensome can be selected. With the adoption of sach @ policy, to wit, diminishing the notes to be paid and in- creasing the mesns with whict to pay, epecie resumption is simply a question of tia: with as good a man in the tre: Bristow, who, the Pvst says, “althoagh not | experienced in financial affairs is novertheless infinitely superior in good sense and jadgment t> his immediate predecessors, there is reason for believing that by the close of President Grant's Administration a good part of the preparatory werk for specie payments would have been ac- complished.”” ‘The bill pased by Congress inst sammer pro- viding a temporary government fur the District of Columbia made a discrimination against clerks and rome other employes of the District government, by reducirg their compensation 2) per cent. As sboat $9 per cent. of the employes were not affected by the bill, those who had their pay cut down feel much aggrieved, and to-day sent fon to Congress signed by all of them, asking for their back pay and restora- teu of the old rates. They claim that by a reduction of the namber of such employés they | have bad additional work to do at less pay. It | is understood that the District Commissionera | favor thetr claim, and It is to be hoped Congress | Will do justice in the premises. | | -see- The memor tal of the creditors of the District of Columbia presented in the House to-day by Hon. Lyman K. Base, of New York, presents very forcibly the injustice and the hardships intiieted by the legislation of Congress upon | these who were compelled to accept the Dis- i trict evidences of indebtednessin payment of | their dues. It was the cpinion and belief of | | | | the Joint Investigating Committee that the 3.65 bonds would have an immediate value of $# to 8 cents. They are, in fact, now selling at si | toGscents. The legal consequences of the ac- tion of Congress in regard to the obligation of the certificates of the Board of Aadit, and the invalidity of all guarantees for the care and preservation of improvements for a term of years, are clearly eet forth in this memorial. ‘The signers ask for an increaseof the rate of interest to four per cent. im coin, and the per- fection of the guarantee clause. This Is in sap- fort of the recommendation of the Sinking Fund and District Commissioners whose re- quests are embodied in Gen. Chipman’s bill to declare the present rate of interest payable in gold. There is also notice to the effect that if this relief be not given, Congress may soon have the alternative to appropriate money to pay jedgments againat the District. and it is | significant to add that Jadge Wylie, in his decision Mondey in the Blamenberg certitt- Cates cases, incidentally decided this very point, to wit: that the certificatesof the Board of Audit ation up nm the District,” the same as a bond authorized bylaw. The justice of the relief asked for by the memorialists feems to be undeniable. The firms who sign the memorial represent nearly three millions of Certificates and bonds in fret hands. — The anti-District bill meeting at the Board of Trade rooms last night was a curious ming- ling of © Black spirits and white, Ked spirits and grey,” and, naturally enough, they did not assimilate very closely. The main topic discussed was the Suffrage feature of the Morrill bill, and it was warmly opposed on one side as giving too mach suffrage, and on the other as not giving enongh. It was decided to have a pablic meeting to protest against the prineipies embodied in the bill,” but it would appear that they are poles asunder as to what provisions they would have im it. Unquslitied suffrage would not suit Messrs. W. W. Corcoran, Davis, Harvey, Kirk, Schade, and that side, while any restrictions upon suffrage would certainly be chjectionsble to Dr. Purvis, A. M. Green, A. Grant, ete., ete. However, we are not sorry to see some public discussion of the merits of the bill proposed. A. measure of this importance to the people of the Dutrict should be fully ventilated, and every opportunity afforded for an expression of pub- lic cpinion. | M fled within THIBTY DAYS from ial celebration of ion of tea by the revolutionary patriots, it may be worth while, as a matter ot Ristorical accuracy, te note that the tea- destruction at Boston, Philadelphia, and Charleston, eccurred in 1773, and therefore 2 was the centennial year. A cargo of tes Was destroyed, however, at Annapolis, Mai lund, in October, 1774, and the present demon stration will come in properly enough as the centennial celebration of that event. iy Hot Water —Governor Kemper, of Vir- ginia, seems to have got Into a hornet’s neat by his criticisms upon the administration of his predecessor, Governor Walker.
