Said Fire Board shall cause a record to be kept of the property in its care, and of the cost of, and of repairs to the same; of all fires and alarms of fire, and of the action of the Depart- ment in regard thereto, specifying times, the force employed, casualties, and means used for extinguishment and the result; of the kind and value of the property destroyed, and the insar- ance thereon; of the cost, kind, and other par- ticulars of all purchases, sales, and repairs un- der the Board; of the particulars of the investi- gations it may conduct, and of all inspections, permits, and certificates it may make or grant, and of all violations of its regulations and ordi- nances bearing on its duties it may become in formed of. And its records shall, at reasonable times, be open to pabiie inapection. To make regulations concerumg the classification of its force, the division of the territory of said District into convenient sub- divisions, the duties and authority of each member of the said force, and the manner, time, and piace of their performance, the granting of permits and certificates and making of investi- gations, and the care. use, and preservation of ail property and implementa in charge of said Board or its officers. Seeondly. To frame and propose for adoption and promulgation by said Kegents of all proper ordinances for the e@icient exercise of ‘any of = a hereby conferred upom said Fire joard. Thirdly. Thut it shall lso be a part of the au- thority and daty of said Fire Board, exclurive ofthe Board of Health, to have care for and Previde for the safety aud inspection of all steam-boilers, apparatn: machinery, and the qualification of engineers of the same, so far &s may be necessary for protection against fire for avoiding peri! to human life; bat the Saper- intendent ot Buildings shall have jurisdiction as tothe mere question of the location of any such boiler or machinery in any building as to whicb, upon its construction or alteration, aaid officer as paseed upon that question. Said Board shall adopt proper regulations and advise pro- per ordinances for the exercise of this authori- ty, which, among other points, shail include the following: First. The regular and competent inspection of, and written reports coscerning, such boilers and machinery, and certificates of their safety, setting forth generally the sizs and description of the engines and boilers. Secondly. The due examination of those who are to take charge of boilers and machinery in said District, and the giving of certificates of competency Fo todo. Alter the end of a period of ninety days after this act shali go fully into er- feet no person eball use, and no person shall have charge of, any such bolleror mackinery without baving such certificate of competency, or good condition, from the Fire Board; and the officers of said Board and its inspectors may, at ail times, freely inspect such boilers and macbin- ery; but notuing herein shall interfere with the inspection of marine steam-boliers on vessels under the Iaws of the United States. And copies shall be kepton file of all such certificates and permite, and records shall be kept of such inspections. Sec. 41. That the aalaries of the subordinates of the Fire Board shall be as follows: First. That of the Superintendent, (whose duties shall include those of the present Chief Engineer,) one thousand five hundred dollars per year. i Secondly. That of the Assistant Superintend- ent, (whose duties shail include those of the present Assistant Engineer,) one theasand two hundred doilare per year. Thirdly. That of the secretary, seven han- Gred and fifty doliars per year. Fourthly. That of the Manager of the Fire ‘Telegraph, (having the duty of the present Superintendent,) one thousand two hundred dollars per year. Fifthly- That of each of the two teleguaph- operators, one thousand dollars per year. Sixthly. That of each of the six foremen of companies, ove thousand dollars per year. Seventhly. That of each of the five engineers of steamers, one thousand dollars per year. ighthly. ‘That of each of the five firemen ef mers, seven hundred and fifty dollars per ear. *‘Ninthly. That of each of the tillermen and foremen of trucks, e!ght hundred dollars per ear. : That of each of the six hostiers, ired dollars per year. cleventhly. That of each of the thirty-six privates, seven hurdred doliars per year. Sec. 42. That said Fire Board and ite officers thal! make reports, in reference to the sabject- matters of their duties, the manner of their dis- charging and the means of improvement, sub- stantially the same as would be required if the provisions on the subject of reports contained 1a the chapter relating to the Board of Police were here repeated and applied to said matters and said Fire Board. 1L.—Ov Tm Boarp or Exorss. . ‘fbat there shell be a bureau in said department, to the head of which shall be a board, to be devignated the Board of Excise. The several members of the Board of Police and of the Board of Health, for the time being, eball be ex officio membere of, and constitute, said Board of Excise: the President, or the Act- ing President, of the Board of Heaith, tor the time being, shall be the President of the Board of Excise, and the Board of Excise may, from time to time, recommend @ person to be ap- pointed its secretary; and in case of the neglect of the said President or secretary to act, or of inability of either of said officers to do so, or pending a vacancy in the office of either satd cflicer, the Board of Excise may select one of its members to be President pro tempore, and may select a secretary pro tempore. Sec. That the compensation of each of the members of said Board of Excise, for his ser- vices in said Board, shall be the eum of five dol- Jars for each meeting which he shall attend, but neither of said members shall be paid more than one hundred and fifty dollars for services upon the Board of Excise during any one year; the secretary shall so keep his minutes that they shall clearly show which members were pres- ent, and which not, during the respective scs- sions of the Board.
