EVENING STAR. CROSEY 5. NOTES. Editor. Largest Circulation in the District See WASHINGTON CITY: THUBSDAY.... Noveaber 5, 1974, a Who is Safe? During the ‘Safe Burgiary” trial yesterday a large number of telegrams were prodace in court, and the fact was elicited that the presi- dent of the Western Union Teiezraph company ordered the employes in New York and Wash- to permit counsel in the case and Mr. Buford Wilson ani their clerks and assistants to examine the dispatches, running through a Period of time from March 1, 1874, to Septem- | ber 1, and to take copies of such as they desred teure. It further appeared that telegrams of & strictly private character—as between man | and wife—relating to private business were thus examined. Indeed, some of such dis- Patches produced in court were manifestly of such @ confidential character that even the Prosecution declined to read or use them as evidence. The public have generally supposed that telegrams were a sort of privileged com- munication, and that the companies were pledged to privacy. If that be not trae—if per- sons are permitted, under avy pretence, to ex- amine snd produce dispatches—if they can be Used as evidence against a party im a criminal case where he cannot be a witness te explain | them, or in a case to which they are atterly ir- relevant—or if a party must, in order to show their irrelevancy, make public his | private business and that of other pee- ple, then, indeed, is telegraphing a most dangerous mode of communication. Th Western Union company has done itself harm by the course it haa pursacd. It is quit evident that some new rule wt shield its cnstomers and to guard the sacred- BOS avd privacy of the busi: the operators who are held ont as persons pledged or sworn to secrecy, yet who slways Produce origival telegrams under a weak pro- test, and permit irresponsible men to examine and ransack the files under an order of Presi- Gent Orton. Such a censorship is at war with the feelings, rights, and freedom of every citi- zen, and must lead to sach a casnge in the con- duets of telegraph companies as will insure ab- | solute privacy by the destruction of original Cispatches so soon as they shail have been tra mitted, and the keeping of no copics of tele. | grams received. Short of this no man is safe ‘This would vem to be also s matter of seif-pro- tection to the companies. The only injury that Would result to them would be the loss of the Jarge fees they now claim betore they will fara- ish parties with copies of their own dispatches. We make these remarks quite irres the present trisi or issues, but as a word of needed protest agatast what we conesive to bs | & most dangeroas and unauthorized use of pri- wate telegrams by the com; any to which they are entrusted. The practice ssems to have had its origin in the exigencies of the prosecution in the Impeachment Trial, when under General Butler's ravenous grasp the promptly-surren- dered telegraph files were ransacked with an us disregard of private rights that € moral sense of the country. The censtres then expressed upon th course , should have taught the company to put a stop to the practice then and there; and to give the Public sseurance that private telegrams co7- fided tm should be, at jeast,as sacred as Private letters confided to the mail 22 oo —— It locks now as if Pennsylvania may have goue demecratic by a emall majority, giving that party the legislature and United States pringteld Republican saye of Butler's that there hasn't beens more astonished man tupen the footstool than since the day when Mr. Goliah inferred from his sensations that something had h paper thinks the republican majority in the legiclature is not large enough to be available tor the election of Mr. Dawes to the U.S. Senate, and that the successor to Oharles Sumner is now more likely to be Gov. Bullock, of Worcester. ‘The Chronicle seems to think very kindly of | hat | the suggestion of the Fort Wayne Gue-tte, General Sherman is the man for the Presi- dency. ———___+see-__ “TI move you.
