MILITARY VISITOR: Yesterday morning Company “F,” First Vir- inia regiment, arrived at the Baltimore aod ‘otomac depot st 5.20 o'clock, and were re- ceived by “A” Company, Washington Light Infantry, Capt. Moore. A company was In uniform, and formed in line without arms in front of the depot, and on the arrival of the train Capt. Moore greeted the captain of com- pany F, and the command marched out of the depot where company A received them in their urual hospitable manner. They were escorted to A's armory, where Capt. Long, by fraud, have heretofore been given in these columne. At that time the par- tiee were arraigned and pleaded not guilty, but the hearing had to be postponed from time to time on account of the absence of Mr. Long, | and on Saturday the case came up from a former continuation. District Attorney Fisher sppeared on the part of the gov2rnment, and Mesers Hine and Tustin for defondants. Mr. Fisher stated that he had expected on this oceasion to bave bad Mr. Long here. He bad been summoned, and, in addition, anorder bad been sent him from ‘the Secretary of the | Treasery, and a respense had been received from him stating that sickness would prevent his leaving home. Under the circumstances he asked s further postponement of the case until next Thurrday. In the meantime he asked that defendants be arraigned on twonew war- rants, charging them with obtaining #19 from Walter Van Dyke, district attorney at S: Francisco. Calitornia, and $10 trom W. W. Murray, United States attorney at Memphis, Tennessee. The defendants were about to be arraigned when Mr. Hine asked that the former charge be dismissed, the accused now having been in cus- tody about a month and nothing having been found against them. After some discussion between the counsel the court refused to grant the request, remarke ing that the government mut have a reason. | able time to procure witnewes, and if defont- ants were not satisfied their remedy was in a writ of habeas corpus. The detendants were then arraigned and pleaded not guilty. Counsel for the prosecntion here mado a brief recital of what the government expected to prove, previous to which the witnesses, on motion of Mr. Hine, were requested to retire into another room. Judge Fisher related how it had been discovered by the head of the signal burean and by the chief clerk of the Attorney General’s office, Mr. A. J. Falls, that these offi- ces bad been made the medium by which frande had been perpetrated upon unsuspecting subordinates ip various parts of the country. Circular letters seo age to have been sent from the chief clerk of the Attor- ney General’s office been discovered, in which it was set ferth that Congress having failed to make the necessary appropria- tion to pay the expense of publishing a new compilation and digest of the decisions of the Attorney General, together with rules and in- structions for the guidance of district attorneys; that the Attorpey General himself, at hisown expense, had caused the publication of a safii- cient number to supply the attorneys, and had as-eesed the expense, pro rata, upon the several districts, and requested in each case a remit- tance of $10, on receipt of which the work would be forwarded, &c. These circulars were signed “John T. Hollingate, chief clerk.” Or course they were frauds. There is no persou named Hofllingate connected with the office, aud uo such books had ever been published a+ desertbed. Numerous responses had been made, addressed, as the circular requestel,*to box No. ©, Washington post office, containing money and post-eflice orders. Some of the persons ro- ceiving them, being sharper than others, wrote Girect to the chief clerk, Mr. Falla, asking as to the genuineness of the circular, whereby the fraud bad been detected and means taken to arrest the originators and beneficiaries of it. He then rehearsed the means employed by the ( ernment in ferreting out the guilty parties, laid before the court copies of the circular # had been returned by the district attorne with the remittances asked for. A very large crowd was in tendance, composed principally of persons of the Cathclic denomination, who seemed deeply impressed with the ceremonies. ‘The chapel will be 24 by 60 feet, and is sitn- ated immediately in the rear of the center butiding, with which it will be connected. The cevter building will be 67 by 92 feet, four stories high, and will accommodate 100 more aged poor.
