THE ATTORNEY GENERAL DECIDES that under the act of June 20, 1574, providing for a redistribution of currency, that the Controller of the Currency must rely upon requisitions upon states having an excess ot circulating notes to make up the deficiencies to the states having less than their due proportion of currency, and that circulstion is to be issued to the deticient states as applicutions are made, and to saf the amount so issued. Requisitions are then to be made upon the states having an excess. ADVANCES OF MoxByY TO Pay OFFICERS.— The Secretary of War has appealed from the decision of theacting Second Controller relative to advances of money to army officere to the Secretary of the Treasury, whe now has the watter under consideration. The decision of the Controller was to the effect that the Treas- ury department should advance money only to bended office and to euch other officers as are expressly authorized to divourseit.
