Norris, of the Washington bar, and ex-Governcr Shepherd, on the subject of the fatere government for this Districr. Mr. Waliach favors a return to the old cor- porative form of government, with a mayor and @ board of common council; a property qaaliti- cation for officers and also for voters; and also an educational test for voters. Mr. Nerris, who is a member of ‘‘The Tax- Payers’ Association,” advocates 3 commis- sionership government, the commission to be compored of three persons, to be nominated by the President and confirmed by the Senate, for a term of five years; these commissioners to | have the appointment of all subordinate of- feers. Governor Shepuerd favors (aa will be seen by | the extract printed elsewhere) a government of & two-fold chsracter,—one part representing the United Sta the other the interests of the citizens. The gu. ernment, he suggests, should consist of an executive bead, elected by the | people, (styled mayor, governor, or commis- sioner, as insy be preferred,) and a legisiative branch consisting of a council of seven men, four of whom should be appointed by the Pres- ident and confirmed by the Senate, and three, as well as the execative head, elected by the citizens. The executive having the veto power, | would be able to prevent any legistation by the four appointed councilmen, unsatisfactory to the citizens. Taxation without repre- sentation be objectionable, as contended by our revolutionary fathers, but heavy taxa- tion asthe price of representation, and where representation amounts to #0 little as in this District, is yet more objectionable in the opin- fon of a good many, hereabouts.
