Should the states neglect to pass such an act, then the Professor woakl recommend that Con- gress pass a law absolutely prohibiting until further notice the erection of fixed apparatus for taking fish, after a period of one or two years, on the south sideof New England and on | the shores of Long Island, which constitute the | spawning grounds of the shore fishes referred to. ssoe- The contract for supplying the Post Office | department with stamped envelopes and news- | Paper wrappers for the next four years, propo- sals for which were opened yesterday, is one of the moet important, so far as the public is con- | cerned, that the government enters into, and | unless properly prepared will be a source of great inconvenience. Four years ago this con- | tract was awarded to a firm in this city, and on account of their alleged failure to comply with its terms it was annulled by the department, whoee action was severely criticised at the time, | but it was sustained after a rigid Congress- | ional investigation. This time it appears that the lowest bidders are the present contractora for furnishing the postal cards, to the poor quality of which reference has been made. If the stamped envelope contract is awarded to them, and is carried out in no better manner thap the postal card contract seems to be, the Post Office department and the public will be the losers. | -s0e- Lynebings are becoming unpleasantly fre- quent of Inte. The last case reported is the hanging of a man at Martinsburg, West Vir- gina, already under sentence of death for at- | tempted rape and murder. The unfortunate | man solemnly and earnestly protested his inno- cence to the last. The question naturally arises might not this man have been wholly innocent, | hotwithstanding strong circumstantial evidencs | in the case If so, then are his self-appointed | executioners Indeed guilty of a fearfa! crime. | But, whether guilty or tpnocent, the law should have been allowed to take its course. In this | particular case it is said the community approve | Of the course of the lynchers. The latter are therefore secure from al! punishment for setting | the law at defiance. The only way to break up | the barbarous practice is to create a popular sentiment against it. So long as communities in which euch outrages occur enter no protest against them, so long will they disgrace our civilization. Some additional matter from the crose- examination of Mr. Beecher will be found eleewhere. It does not throw much light on the case nor materially change the aspect of affairs, so far as the two leading characters in | the drama are concerned. It does, however, | render necessary a frank and full statement from Mr. Moulton. The time has come for that gentleman to step to the front and tell all be knows and show all the papers in his possession | which bear upon the questions at iseue, either | directly or remotely.
