Mr. Hinckley has been singularly disingenuous and obstinate in the whole controversy. He has for months past persistently demanded from the Post (fice Department an increas of pay with a full knowledge of the fact that Congress fixes the rate ef compensation; that the Department has no wice or discretion in the matter, and that be is receiving every penny allowed by law for the postal car service. He has been re- peatediy and officially informed of this, bat Bevertheless has persisted in his demands. Under no cumstances can or will the Department, directly or impliedly, undertake or assume to pay a greater compensation than the law allows. It ts not unlikely that Mr. Hinckley is acting under legai advice in the matter, and that he expects to obtain through the courts the in- creased compensation fixed by himself. The Department bas certainly not acted unadvis- edly, ard is fortified with the legal opinion of Assistant Attorney General Spence in port of its position.
