The result is that Taz Stak affords unsurpamed advan- tages as a medium of communication between all classes of the community, in the way of the adjustment of demand and supply. ———_-see- President Hinckley, of the Philadelphia, Wil- mingt nm and Baltimore railroad, has finally, as he fondly imagines, brought the postal car con- troversy in such @ shape as will warrant him in making a claim upon Congress for a small in- crease of compensation—only sixty per cent. more than the rates at present prescribed by law. Mr. Hinckley has been singularly disingenuous and obstinate in the whole controversy. He has for months past persistently demanded from the Post (fice Department an increas of pay with a full knowledge of the fact that Congress fixes the rate ef compensation; that the Department has no wice or discretion in the matter, and that be is receiving every penny allowed by law for the postal car service. He has been re- peatediy and officially informed of this, bat Bevertheless has persisted in his demands. Within a week or two past the Department has | — used every endeavor to elicit icom bim a direct and upequivocal answer as to whether he would | salp from Dandro Or would not perform the service at the rates | Bair from failing out, and reproduces it Bxed by law, but antul yesterday all thess etfurts | were futile. in bis communications to the Pepartment Circulation in the Distriet ca | Mr. Hinckley wes careful to avoid disclosing his | intentions, and until lest evening the Depart. ment wae tn the saye in atelegram that he shall not refuse to carry the mails at present, and that “if your ents put mails into our care at Washiogton, New York, or elsewhere, we shall consider the act as an order to carry the maiis on our road at the rates which we have given you.” He adds: “If you cannot psy these rates, do not let your agents any mail into any of our cars, aud then plead ignorance of the obligations the Post Office department is under.” This in the face of & telegram from the Postmaster General saying: “If you will not continne the transportation of the mails over your road on the terms aud cou- ditions prescribed by law, refuse them when brought to you;” aleo im view of another teis- gram {rom the same authority ea: “if you receive ard carry them (the mails) it must only be under the terms of the law. Under no cumstances can or will the Department, directly or impliedly, undertake or assume to pay a greater compensation than the law allows. It ts not unlikely that Mr. Hinckley is acting under legai advice in the matter, and that he expects to obtain through the courts the in- creased compensation fixed by himself. The Department bas certainly not acted unadvis- edly, ard is fortified with the legal opinion of Assistant Attorney General Spence in port of its position.
