EVENING STAR. CROSBY 8S. HOYE.......Editor. Largest Circulation in the Distriet The subject of taxing savings banks, religious institutions nnd insurance companies was be- fore the New York legisiatare at its last session, and the ways and means committee was directed to investigate the matter ani report. A New York paper is authority for the statement that there is $34,000,000 worth of real estate under the heading named in the cities ot New York Beading Matter on Every Page 2:4 Brooklyn alone. Thivsabject is receiving Jaly 29, 1874. the attention of many legisiative bodies, and cir- cumstances point to the ultimate repeal of all laws exempting from taxation property of the | kind referred to. The Star by Mail. Persons leaving the city for the summer, or Spy portion of it, may have Tus Stax sent to their address for such time as they desire, at companied by the money, should be sent to the Dusiness office of the paper. -<s2- Where to Advertise, Tas Stag has now a circulation very much larger than that of all the other city papers combined, reaching every household in the | District and a wide range outside. ‘The result | 184; 3° is that Tax STAx affords unsurpassed advan- | tages as a medium of communication between — ail classes of the community, in the way of the | i adjustment of demand and supply. -20-- The Child Stealing Eptdemte. ‘There are some indications that child stealing | : {8 to become s common crime in the United States, if not speedily checked. Besides the Bumerous cases recently mentioned in Taz Bran, the correspondent of a Philadelphia paper, writing from Wilkesbarre, gives several | instances of attempts to steal children some of which were successful, and in all cases the little ones were the offspring of wealthy parents. A little son of Mr. Muran, residing on Brenery bill, in Wilkesbarre, has been stolen, and as yet nO tidings bave been received of him. A few Gays ago an attempt was made to abduct a three-year oid girl near the same city. Attempts Of the same kind were made at Allentown and Easton. At year old boy, named Walter Thompeon, bas disappeared. Two smsii children, George and Mary Atwood, aged reepectively four and tive years, have been carried away from near Tunkhannock. At Lock Haven an attempt was made to abduct a girl | twelve years of age, bat her cries alarmed some | gentlemen near by, who appeared just in time | to prevent the villain from carrying ber off. | The corresnondent says that undoubtedly much | of this infamous business is done by English | gipsies, several bands of whom are traveling through the state. Public sentiment would justify the legislatures of the different states in making enactments punishing the crime of child stealing with death. Certainly prompt and stringent measures ought to be taken to prevent the possibility of an offence which en- tails euch misery on tamilies becoming common | bere. ‘The secretary of the Connecticut state board of education, in his report for 1474, takes strong ground against mixed schools, and points out the incalculable harm which, in his opinion, would be done to the cause of education, eepe- cially fm the south, should the civil rights bill pass. He refers to North Carolina, the most laggard rtate in the union in the matter of eda- Cation. The people there have become aroused to the necessity of adopting some general and liberal system of education, and the secretary Says “‘the next five years may witness a great change in the state. But should the civil rights bill become a law, this whole educational work Would be indifinitely postponed. The whites Will resist or evade the law as an act of injas- tice, because, while furnishing nine-tenths of the funds, they are denied the control of the system. The result will be a war of races, and Opposition to all free schuols. The whites will atronize private schools, and make no pro- vision for the education of the blacks.’? — | Notwithstanding Beecher’s aversion to re- | e-iving the degree of D. The absence of oppesition from the lower classes, and the good effects already accomplished, commend the measure to general favor. -+-- or It bas at last dawned even upon the Springs field Acpublican that the business of abusing and cefaming people by the newspapers can be carried too tar.
