With a perfect Fecord of births, marriages, and deaths, the sanitary condition of cities can be compared, and where the mortality is greateat the causes can be inquired mto and a remedy d 1 ‘Then the statistics of marriages and births are equally important to establish with certainty the general laws which govern those important events. Then again, in crimnal cases, and Civil suits, Im will cases, &e., such records are Of vast importance in facilitating judicial in- quiry and serving the ends of justice. For these and other reasons which might be mentioned, our citizens are to be congratulsted on the fact that the first thoroughly organized effort to keep such statistics in the District of Columbia is to be commenced by our Board of Health on the Ist proximo, as will be seen by the article in our lecal columns. It is to be hoped the law | will be rigidly enforced in all cases, and the | Getails strictly carried ont, or the effort will | fail. Good lawe are of no avail, and the bestof Plans are futile, if left to incompetent hands | toexecnte. Thus the system of the board for | removing dead animals promptly may be all right, but, as will be seen by an incident men- tioned in our local columns, naglect of some- bedy, somewhere, allows a great nuisance to | aflict a neighborhood for days after complaint is made. In such cases promptness is certainly essential. The cordial cooperation of our citi- zens with the board in the proposed collating of vital statistics will facilitate that particular Matter very much. Elsewhere in to-d: paper will be found Mr. Beecher’s preliminary reply to the state- ment of Mr. Tilton. It is in the nature of a general cenial, and it is worth as much perhaps 8 an answer of that sort could be from any man living. But it does not meet the case. This fact Mr. Beecher himseif seems to recognize, for he acknowledges the vital importance of = full answer to the charges against him; and this answer, together with one from Mrs. Tilton, the telegraph informs us is now in course of prepa- Fation.
