It is as well, perhaps, that competitive examinations | have been abolished, for in too many instances appointments and promotions were made with- out reference to the relative standing of candi- | dates on the list. In one department, however, (the Post Oftice,) it is asserted that in no single | instance bas an appointment or promotion been made in violation of the rules, the first candi- | date on the list being invariably selected for | Preferment. In some of the departments com- | petitive examirations will doubtless be con- tinued for some time to come, but it will not be long before appointments will be made as for- merly—at the solicitation of members of Con- gress and others high in political authority.
