The reverend gentleman, like his great examplar, Henry Ward Beecher, says nothing.— Sentinel, 13th an —————— The Count de Paris on the War of Se- od cession EXTRACT FROM A MOOK ON THE CIVIL WAR SHORTLY TO BE PUBLISHED. The first two volumes of ‘History of the Clvil War in America,” by the Count de Paris, are shortly to appear in Paris. The Revue des Deur Mondes, published on the Ist of July, contained several passages from this work. The follow- ing extracts are taken from the Repue. At the beginning of the year 1531 one of those acts of violence which ambitions men often know how to disguise under names which are the finer in proportion to the culpability of their motives, rent the United States Republic id kindled in it civil war. A coup de elat was attempted against the Constitution of that re. public by the powerful oligarchy which reigned i the South, and had long domineered in the council of the nation. Whenever the common Jaw, which insures equally to the few and iso- lated the respect of their rights, and to the ma- Jority the full enjoyment of political power is violated by any section of soctety, despotism is founded, unless that attack isseverely repelled. Beaten in the Presidential election of 1880, the southern states wished to recover by intimida. tion or force the intluences which they had bitherto exercised for the advantage of slavery, and while proclaiming aloud the words ‘Inde- pence and Liberty,” they trampled under foot @ sacred contract as soon asthe national yote Pronounced against their policy. But success, that great justitier of providential men, was wanting to them, and victory sanctioned the cause of right against legality. It was then seen what @ fand of ensrgy the wide and constant practice of liberty amasses among nations happy enough to and wise enough to gtard it. America has already solvad one of the most difficult problems of our age by devel- oping liberal institutions amid a democratic so- ciety, but no great internal crisis had yet coms to try their solidity. Many people asserted that at the first storm this fragile plant would be piueked up from & soll incapable of noarishing it. The biast of civil war arose, and it was, on the ebntrary, the vigorous tree of American in- stitutions which, extending its shadow over the country in which it had strack sach deep roots, preserved them from imminent destruction. At this crisis the American people learned to valae their constitution more than in the past, and proved to the world that the statue of Liberty 1s not @ vain idol, deaf in the hour of danger, | but the holyimage of a powerful divinity which | must be invoked in adversity. # . Happily the comparison between the noble movement of 1775 and the resort to arms by the tlave-owners in 1561 was as false from the mil- | itary as from the political pointof view. At | the time the colonies rejected the authority of | the mother country all the strategic points nf their territory were occupied by the English. It was sheer necessity to conauer the whole. They had nothing to lose, and could not deem themselves boaten even when the enemy was still in the heart ofthe country. In 1361, 00 the contrary, the confederates, masters of ail the territory which they claimed to withdraw from the legs! power of the new President, had noed of that vast region, on the one hand, to main- j tain the institution of slavery, and, on the other, to support their numerous armies. When it was invaded they themselves vanqu'shed. What was possible in the War of Independence, when the number of the | Combatants was limited, was n> lonzer so. Washington aud Gates, Howe and Cornwallis, bad usually under thelr orders only 10,000 of 15,000, and very rarely 20,000 men. Thess smal armies could subsist npon the country they or cupied. It was not, indeel, always without difficulty, and Washington’s soldiers suffered ed at Valley ng a com- t adelphia to 1 Was obli; od to carry its provisions | with it, and Cornwallis lost a!l his baggage in | North Carolina, which he warched through as @ conqueror; but neither wers subject to vast commissariat system which supposes @ fixed and assured basis of operations, and with- out which considerabie armies cannot be sup- ported in America. They subsisted and so- journed for long months beside an enemy who ‘was master of the country. Solar Theo On the 2d of March iast, says Galignani, the academy of sciences received a communica- tton, as our readers may recollect, from Father Secchi, contsining tables of the altitudes of solor prominences observed by him or his asas- tant, Father Ferrari, trom October 3 to De- cember 26, 1573, and also an account of an im- portant observation, the substance of which is this: On the Z3¢ of Jasuary last, at9a.m., no epots were remarked within fifty and ninety de- grees of the snn’s eastern border, where, bow- | ever, a fine bright prominence, resembling a | Metallic ebullition, was observed. Father Sec. chi considered it,'aceording to his theory, to Proceed from an eruption, the base of which was concealed from view. At 215 p.m. he found a well-defined spot there, consisting of four black dots, forming ® curve, at three millimetres from the limb. Hence he argaad that, as this spot eould not have escaped him in the morning, it must hava beoo formed during his absence by the falling of the | matter thrown oat by the eruptions, a ciroum- | stance perfectly in accord: with his views. Lust week M. Faye, who had been absent for two months or more, replied to this communica tion, witch is antagonistic to the cyclone cork- screw theory. He begged to remark that Father Secchi could not have said mora if he had actually seen the matter of the prominence fall down upon the sun, and if he were abso- lately certain there was no spot there before. And even then there would not have been | Sufficient evidence to prove that the spot had been formed according to Father chi's theory. For, on examining the diagrams sant in by the latter, he looked in vain for the | Slightest representation of anything falling. That there was no spot there before, solely rested on Father Ferrari's evidence, and he | | d | might have overlook it very easily, since iu the | immediate vicinity of the limb spots are always | very faint and difficult to distinguish. At 2 p. | m., the sky being clearer, But even mittiog it to have been formed be- tween 9 a.m. and 2 p. m., where was the that it had arisen according to Father Secchi’s vie For if the metallic matter thrown out supposed eruption had really fallen back upen the sun, the troscope would have revealed its nature, by giving @ continuoas spectrum.
