Dr. Verdi, from the sanitary committee, sub- mitted areport on the expediency of imaagn- rating a system of chemical analysisof aawhole- some food offered for sale in the District of Co- | j lombia. The report states that Congress in the very act creating the Board of Hraith has tm- | posed upon it as one of ite duties the prevention of the sale of unwholesome food, and that, therefore, the board bas no option in the matter | except to fulfill the duties im ‘d upon it by i at food consists in anything, either liquid or solid, used and taken into the body to nour- inh it, and thereby to sustain life; that unwhole- tome food consists in anything which, when eaten or drank, instead of nourishing the body and sustaining life, interferes with, interrupts or disbarmonizes ‘the pataral progress of | the several organs mn tain and support the i their integrity; that food known to and nsad in ailing, assisting, strengthening and nourishing the body ceases to be such, and may properly be classed in the category of unwholesome food, when aduiterate: any way changed from the conditio: thas sold for; that Con- the B of Health reseribed no plan or sys- @ detection id prevention of the sale iew!th to devise und entorce any pian they deem necessary to obtain the desired result and spirit of the law; that the present hough adopted in accorda ited means supplied by Congress or th Legisistore, is to‘ally inadquate to protect the people of the District of Columbia against the tale of unwhoresome tood; that to carry out the spirit and intent of the law asystem should be organized and adopted that will renter the sale of unwholesome foot impossible. To attain this desirable object, the committee suggest that a competent analytical chemist be employed at the rooms of the board, and that he | dren of Michael J. Hil | ter of Mr. ¢ t is known to be whole- | pisome food, beyond a general law for | | the. purpose, but has left it to the Board of fi be supplied with all the necessary chem’ apparatus to make hts tests and his experimen’ The inspectors of food should be under his cor trol and his immediate direction, and should repert to him all their operations. ‘The chemist or the food inspector should, when they obta! a@ specimen of any article of food for analysis, pack, seal and label said article with the nama of the article contained therein, and the name of the person from whom it is obtained, in his or her presence, and in that condition shall be delivered to the chemist, who sball proceed to make the analysis and report the result to the Board of Health. In cases where the analysis of meat is necessary, the food inspector shall notify the chemist, who shall at once go to the place and examine, by microscope or other- wise, such meat, and decide upon its condition. And if such meat is by him declared injurious to health, it shall be taken possession of by the food inspector and disposed of as already provided. In this manner your committee think that the law can be enforced at a comparatively small expense, and for the great benefit of the [st se of the District of Columbia. It cannot be denied that many articles of food in constant and gen- eral use, such as bread, tea, coftee, flour, milk, meats, need our immediate attention. Dr. Bliss submitted the following minority report: Wate I fally concur with Dr. Verdi in the im- portance of instituting s systematic system of food inspections, I am of opinion that if is inex- bedient for the board to assume any additional Tesponsibilities at this time which would incar any considerable oulay of money, and I therefore withhold my signature from the report. Mr. Langston moved that it be received and laid on the table, for the reason that the board is not at present in a financial condition to ine cur the expense involved in carrying out the plans proposed. Dr. Verdi said it was of the greatest import- &nce, and should be acted on at once. The motion of Mr. Langston was adopted. The coroner's report was received, showing ee inquests were held during the past month. Dr. Bliss submitted a plan for the collection of vital statistics; adopted. ee 1.0. 0. F.
