Ketcham, of New York, bas been a| pointed to fill the place in the Board of District Commissioners. made vacant by the declination Mr. Ketcham has ac- cepted the appointment, andis now in the city. He visited the Morrison Building to-day (as did the other commissioners, accompanied by Eagi- | neer Hoxie,) to “‘get the hang of the new achool house;” and the full board are engaged this ternoon in blocking ont their course of oper: tions. Mr. Ketcham is spoken of by those who know him weil asa man of dae business quali- fications, with practical ideas and energetic habits, and it is believed that he will prove @ valuable accession to the board. He bas bad considerable experience in public life, having served in the Soch, 40th, dist and 42d Congresses, in which period he performed duty cn several leading committees of the House. Mr. Ketcham was bora at Dover, New | York, December 21, 1832; received an academic education, snd afterwards followed farming; ‘Was supervisor of his town in 155i and 1855; was & member of the State Assembly of New York im 1556 and “Si, and of the State Senate in 1550 | and 61; entered the Union army as colonel of | the 150th New York volanteers in 1862, and was | appointed a brigadier general, serring until he | Tesigned in March, 1365, to take the seat to which he had been elected; he was afterwards appointed major genera! by brevet: was elected to the 9th, 40th and 4ist Congresses, and was re-elected to the 424 Congress as a republican, receiving 11,452 votes against 11,748 votes for Witiam H. Philip, democrat. ‘The Court of Appeals of Maryland a: nas finally decided that Gen. Bond is adjutant general of the state, in placeof Gen. McBlair. The con- | test between the two has been waged throagh- out Gov- Groome’s term of of'ce. Gen. McBiair was appointed by Gov. Bowie, and reappointea by Goy. Whyte. When Gov. Groome took the gubernatorial chair he appointed Gen. Bond, who was confirmed bs the Senate. Gen. McBla'r claimed his right to retain the office upon the ground that he could not be removed except in pursuance of the sentence of a court martial, and be held on to the office for several days until Gen. Bond locked him ont, ami he then applied to the court for a mandamas to oust Bord. The court denied his right to the writ and urged that under the 1th amend he could not hold office, for he was disabled, in- asmuch as he left the United States army, and entered the confederate service.
