The fact that the in- terest on the four million loan comes due on the Ist cf July, and that a large portion of it isto be paid in Europe, has made it requisite for the Commusioners to organize promptly in order to save the fnanciat credit of the District and the country by paying this interest, as they are required to do by the recent act of Congress. The physicians of New York have bad an opportunity in the case of Mr. Wm. MeCormick to make an autopsy that furnishes some addition to the stock of | Knowledge hitherto obtained on this subject; and the oceasion Las also served to bring out a comparison of views from leading physicians, which may prove of yet further benefit to the | public. All the doctors agree that a fatal result is inevitable where the victim has been inoculated with the virus of arabid dog. The poison from rabies must, however, penetrate the system before its most serious effects can be elicitat, and fortunately it is slow in making its way from the seat of injury to vital parts. The first thing to be done when bitten is to prevent the transmission of the virus into the system, and there is usually time to carry out measures for | this purpose. In most cases a bandage can be immediately applied above the wound, which will temporarily cbstruct the circulation. It is Probabie that sucking the wound would at once withdraw the poison; at all events, the knife of the surgeon and the cantery, it is believed, offer absolute security. This view is corroborated by the observation that in most cases of hydro-, phobia, and notably in this case of McCor- mick, the wound bas not bled freely: @ flow of blood being likely to wash away the poison. Thus, in the event of being bitten bya mad dog a handkerchief tightly bound above the wound, ot between tt and the body, my pre- vent the poison from getting inte ths circata- tion until the bitten place cam be cut ont or cautertzed. It would seem, also, that when the bite is made throngh clothing there is less dan- ger of fatal results, from the fact that the virus which is com din the saliva is arrested by the cloth and does not reach the wound. O relations contemplate the destruction of a larg number of vagrant dogs, whether hydrophobic or net, during the hot weather, and although this plan removes a certain number of animals Hable to the disease, it is quite temporary in its operation, and during the remainder ot the year leaves the community unguarded. More ficient protection woald probably be afforded by some method which should be in constant and regular operation throughout the year especially if bared upon & reasonadle know- ledge of the disease and its symptoms. The principal danger of infection by hydrophobia consists in the fact that people in general do not krow a mad dog when they see one. If they could do so, they would be in no danger, e are But in point of fact they mistake other affec- | tions, which are comparatively harmless, for | bydrophobia, but the disease itself they do not | recognize. The popular diagnosis of hydropho- bia rests mainly on three erroneous ideas, viz: first, that a mad dog is to be met with only in hot weather; second, that he is afraid of water nd thirdly, that he is fro- cious and aggressive. No one of these state- ments is true. Abundant experience, dertved from carefally collected statistics, has shown that hydrophobia in the dog occurs at least as frequently in the winter and spring as in the summer. The rabid dog is not afraid of water, and will frequently drink when he has the op- portunity; and he is by no means always aggres- sive or violevt in the early stages of the disease. ‘The consequence of this error is that if people see & dog. in cool weather, willing to drink, and not particularly ferocious in his msaner, they are not afraid to approach or handie him; and yet he may be cspabie of inflicting a fatal wound, oreven of commuuicating the disease by licking an abraded spot on the hand of his master. Another frequent and serious mistake is this, As soon a5 a vagrant dog has bitten any one the first impulse of the bystanders is to kill him. But when this has been done, the only possble means of knowing whether the animal were real- Jy mad is lost, aud several months must elapse before the person injured can be relieved of anxiety from this source. It is evident that such | a dog should never be killed at once, but should | be secured and kept under observation for a few days, till bis symptoms are fally de- veloped.
