The Senate and the Press. ‘The press does not seem to be quite ununt- mous in opposing the Senate bill holding cor- respondents liable for libels published in their journsis. The New York Graphic, forinstance; says: “We do not propose to join in the outery of the morning prese against the Senate bill which permits libel suits against newspapers to be be- gun by the service of process upon their Sgents— including special correspo pondents. With- Out assuming that the bill in question isa proper _ one, it is nevertheless true that a law which would hold Libellers tos strict responsibility would be hailed with satisfaction by the whol country. It is true some of the cor- respondents telegraphed away that such a pro- vision would beim the amended bill, but we fail to find it anywhere. On the contrary, the Dill asreported back states distinctly that the taxes shall be upon “the present assessed value” of property.
