Elsewhere in Tur Star will be foand the full text of the bill reported to-day by the Joint Committee of Investigation for a new gover ment for the District, or rather for an ad in- | terim government until Congress shall provide | & permanent form. It wipes out the Governor- ship, Board of Pablic Works, Legislative As- sembly, and Delegate to Congress, but excepts the term 6f office of the present delegate. It authorizes the President to appyint three com- miseloners (to be confirmed by the Senate) to perform the duties now performed by the Gov- ernor and Board of Public Works; but they are | restricted from making contracts or incurring any obligation other than may be uecessary to the exec of existing legal obligations and contracts, and the protection or preservation of improvements existing or commenced. The commissioners are authorized to abolish any of fice, reduce the number of empioyes, or make appoir ts; and the compens: E ployes, except percent.
