This is an important event, and will probably lead to an early termination of the | Carlist inserr_ction in Spain. Bilbos, or Bil- | bao, it is written both ways, is the principal | port of northern Spain, and the capital of the | Basque province of Biscay. The town Is sita- | ated on the Nervion, about nine miles from its entrance into the sea at Portugalete; it is fortys five miles west of San Sebastian, and twenty- eight miles north of Vitoria, and isin latitade 13° 14° north and longitude 2° 36° west. The | town is beantifully located, being enclosed by | n lofty mountains. It ts well built, and consists | of an old and a new town, which are connected by bridges. There are numerous convents and movastries, ® cathedral, = large hospital, an arseral, and several abattoirs, which are among the best in Spain. The popn- lation is about 19,000. There are numer- ous mm fsctories and several shipyards. The city is the chief seaport of the north o' Spain, sithough only small craft can make their way up toit, the larger class of vessels being compelied to land their cargoes at Ola- veaga, (wo miles below. There isa registered shipping at the port of from 500 to 600 vessels, and its Ssheries are also important. The city | has had, since 1363, direct railway connection | with Madrid and also with France. There has also been direct stesm communication with other Spanish ports, and with France, England, | and the Netheriands. During the stormy period of the Napoleonic wars it was occupied by the | French, and it was the scene of frequent | contests during the Carlist wars of the first | half of this century, the famous Carlist Gene- | ral Zomalacarreguy having assaulted it in | vain, and received his death wound in its | vicinity on the 10th of June, 1535. During | the progrees of the present insurrection | the surrounding country has been nearly ail the time overrun by the Carlists, and Bilbao has from the start been one of their principal ob- jective points. On the 21 of January of the present year, Senor Castelar was defeated in the Cortes, whereupon the latter was disperse. | by an armed force, and & provisional govern- | ment was established with Marshal Serrano at | its head. The new regime was soow firmly | entrenched by the capitulation of the Itransi- gentes, who had held the government forces at | bay at Cartagena so long. On the morning of | the 15th of January the rebellious city capitu- lated, and the Madrid government was tnence- | forth left at liberty to devote all its energies to the suppression of the Carlist insurrection. By this time the Carlists had completely invested Bilbao and commenced to bombard the city, and a portion of the army which had captured Cartagena was marched to the relief of the gar- rison. Fighting for possession of the city has been going on with varying success ever since, and as the Carlists made it their objective point their defeat be said to practically end the iusurrection, for the present at least. Candi iy. The Baltimore American thinks Tas Stan will not deny that the inve: ation has devel- oped a good deal of fraud; that there were real estate pools, paving rings, rewer jobe, lobby agents, <c., and asks us, “ matter of journ, alistic candor,” if it is to be believed that Gov- ernor Shepherd, ‘a man of great ability. sharp, shrewd, energetic, far-secing,” has been mnecent of all connection with fraud that pushed itself so closely to him as to involve his very business partner.” | Candidly, we answer that we ds believe just | this, and because we think we know Mr. Shep- | herd’s inner motives. We believe that his par | Feee throughout his official course has been | Entirely above any mere money-grabbing oper | (¥ ation. Those who know him the most inti wately, believe in him the most thoroughly, and those who do know him neacly, appreciate tha his real and absorbing ambition has been to connect his name honorably with the redemp- tion of his native city from mad and squalor. As regards the evidence to which the American refers, its own correspondent General Boynton, who is cortainly no @ prejudiced witaess in favor of the District government, has stated in that paper, his trank Conviction that Gov. Shepherd told the straight- forward truth in his testimony concerning the matter. His testimony and his correspondence with contractors and others, ali serve to show that be not only was not in collusion with rin; men and lobbyists, but that he was sharply bringing to account all who had undertaken todo | work, and failed to fulfill their contracts prop- erly. That lobbyists, jobbers, and conidence men, and “cattle of that kind,” should try to ply their trade at the expense of contractors for District work, or anybody else they could bleed, is not surprising. Washington city has through- out its y been @fested by this class of strikers, Not @ contract is given out by any branch of government that these vultures are not on hand in ewarms; but it would be very unjust to hold the President or Cabinet officers responsible for their presence or their pluader- img schemes. And these Jeremy Did- dlers generally aim to operate by convey- ing the idea that they have iniluence in high quarters, when they have none, just as Satan professed to be able to convey a large smount of rea! estate when he did not own a foot of and just as a New York operator, prior to Black Friday, sougit on the ground of ® connection with the President's family to give asrurance that he could control the Presi- dent's financial policy; a mistake that cost those who took stock in it to sadly rue their credulity. | We are quite willing with the American to wait for the verdict in the case of Gov.
