A Reform School for Girts, =a Im the House, on Monday last, Mr. Platt, chairman of the Committee on Pablic Buildings and Grounds, introduced s bill to provide for | | the construction of s building for the use of the Girls’ Reform School ot the District of Colum- | Dis. The bill sathorizes the Secretary of the | ‘Trea ury to erect the necessary buildings on a rite to be purchased by the District of Colum- bia, provided the cost of said buildings shall not exceed $150,000, which sum the bill appropriates | from the ‘‘conscience fund" of the Treasury. | ‘The bill further provides that ail sums now | credited to the fund mentioned in excess of | 150,000, and all moneys hereafter received for | said fund, shal! be invested in five per cent. bends of the United States, the revenue to go towards the support of the Home. The subject establishing such an institution as this bill | Jroposes has been informally brought to the at- tention of many prominent gentlemen in both houses of Congress, and on hearing « simple statement of the facts they have at once con- curred im the wisdom of the measure. Properly explained in Congress, there is no good reason why the bill of | Mr. Platt should not bscome a law. | ‘The necessity of such an institution fs pain- | folly apparent every day. Oar present system | of treating female offenders is an outrage on civilization. Young girls, mere children, are arrested for trifling offences and brought before the court. In many cases it is their first offence, and judicious treatmert would reclaim them and make them thenceforth exemplary mem- | bers of society. But they are the children of | poor and perhaps dissolute parents, or perhaps they are orphans, and no consideration is shown | them by our laws. Their trial,in most cases, | consumes but a moment, and is the merest | matterof form. They are seat to the common } jsil or the workhouse, there to mingle with | the vicious and wholly depraved of both | sexes, to listen to the vilest language, | - and Gnally to emerge from their con- | finement to enter upon a life of crimo. With a girls’ reform school in operation suc. juventle offenders could be treated in sach a manner as to secure their reformation in many | ences. A)most every city of the size of Wash- ington in the United States has an institation of this kind, and the annual reports of their oge- rations show that a large per cent. of the in- mates are reclaimed from vicious lives.
