About 10 ovclock last night while Officer O'Hare. of the Fifth police precinct, was pa- troling his beat two gentlemen approached and stated to bim that a large a able-bodied man was trying to force a little girl into a house of bad repute, in what is known as Kutherfor's alley, on E, between 12th and 13th streets, and that she was struggling to get away from ‘him Just at this time two colored en ran up and told the same . On going to a private dining saloon on the second story found the door locked, but it was soon opened, and he took the girl into custody, the man protesting they were there to eat oysters. On the way to the station house she told Officer O'Hare that the man, Mr. J. C. Bard, tried to make her go in that house in the alley, and that she pulled away from him and would not{go,and that on her way home she was persuaded to go and get some oysters; that while in there he en- @eavored to get her to drink some wine,which she refused. They had assurances that when the investigation is over that legislation for the schools will be recommended. The bill to pro- vide for the payment of teachers hai already been reported to the Senate. GERMAN IN THE SCHOOLS. Mr. Roeser, from the committee on the Ger man language, submitted a report that on the strength of the arguments given inthe former report, and by authority of the power given in the by-laws: First, that the German am es shail be taught in the public grammar schools, male and female, of the four schoo! districts in the city during the coming schoo! year; second, that lessons and instructions in German shali be given every school day from 3 to 4 o’clock . m. to all pupils in the mmar schools who lesire to be instructed in that language; third, four German teachers shall be appointed, one foreach district, at an nual salary of #50); fourth, every German teacher, before he 1s ap- pointed, shall be examined in regard to his gualifications, and fifth, instructions in German for one hour each day shall also be given in the normal school, in accordance with the rales and | regulations of the committee having the schoo! in charge. Mr. Champlin ebjected to the adoption = = ni pursued in each district without regard to the | number wishing to study. And because to carry out the recommendations of the report the rule defining that the schools shali be opened at 9 and closed at 3 o'clock. Mr. Wolf urged that the report was not man- atory; that it provided that leatons be given to | all pupils in the German schools who desire to be instructed, and they did not propose to com- pel pupils to study the language. Mr. Woodward said he had no objection to the introduction of the study, but wished the strict letter of the law complied with. The law says two teachers at $1,200 each, and the report says four at $400. After some furthtr debate, Mr. Hovey aaid he feared the plan proposed would not prove effective, but he would not oppose the first part | of the report. He objected especially to that | portion which provides that one-sixth of the time of the normal school shall be given to this | study. He suggested that the report be divided. | That portion relating to the appointment of | teachers and the study in the grammar schools was adopted—yeas 12; nays—Mes-ra. AtLee, Champlin, Lioyd, Rhees and Wrigh' 5 Mr. Hovey moved to amend the ith section of the report, so as to permit members of the nor- mal @hool to join the nearest German class; which was accepted by the committee, and the Teport was adopted. r. Champlin appealed from the decision of | the chair declaring the report adopted, on the ground that it takes, under the rules, two-thirds of the members to adopt any amendment to the rules. Mr. Harris raised the point that the appeal came too late. Mr. Champlin withdrew the appeal. CHANGE OF SCHOOL BOOKS. The report of the committee op text books, recommending that on and after Septembar Ist | next Cornell's series of Geographies be dis- pensed with, was taken up. Mr. Wolf offered the following resolution: Whereas, a great deal of dissatisfaction ists in relation to the geographies in the Pablic | Schools; and, whereas, the committee on text books have, bya vote of three to one, reported in favor of the expulsion of Cornell's series, therefore be it Resolved, That the whole matter be referred back to the committee with instructions to re. omg @ series to take its place, and that the same made by our next meeting. Mr. Hovey called attention to the fact that that the present geographies had been in the schools but a very short time, and to substitute others would te the parents unnecessarily, and he, unless the present geographies were shown to be defective, would have to vote against a change. THE OTHER SIDE. Mr. Hart said the expense would not be as it as supposed, and remarked that the par- ies who were now talking of economy did not #0 talk a year or 80 QUESTION NOT DERATABLE.
