EVENING STAR. CROSBY 5S. NOYES.......Eaitor. Largest Cirealation in the District Beading Matter on Every Page ~~ WASHINGTON CITY; _ .-April 9, 1874 wbich, from its start, has been the pa- per of the people, ha, by the pains taken to make | it aeafe, reliable, newsy and acceptable visitor te every family, gained # popalarity amongst all classes | of the ermmenity secord to that of no newspaper in | thecountry with the same area of population. Keep- Ing full pace with the extraordinary growth of the city, and reaching every household in the District, | and a wide renge ontside, Tae Stam has now at- tained s circulation very much larger than that of ail the other city dailies combined. This is no idle | claim, but one we are prepared to establish at any time by “beoks and papers.” And this circalation, Ss stated above, is universal, reaching the bust- Bess commanity, the wealthy, the great indus- trial forces, the skilled mechanics, the Isboring men, the bankers, the merchants, the house- Keepers, the government employes, the Oongress- men—in short, there is no circle where Tue Stan is pot s regular and welcome guest. The Fesult is that T= Stax affords unsurpassed ad- vautages as 8 medium of communiestion between ll claases of the commounity, m the way of thy The Centennial. The international exposition project quite evidently has received a new impulse from the energy with which it has been taken up by in- fluential citizens. ne San Francisco Alta Colifornia, of March 2th, after quoting the Wonderful munificence of the city of Philadel. phia in contributing almost half the entire ex- pense of that great work, says: “Somehow there seems not enongh room for percentages to interest politicians in the plan, and the object, an expression of patriotic gratitude, is too pare and high and noble a feeling for the manipul eciate. It is not at ali hon- orable to Congress if, after having started the ball in motion, it leaves it now to roll or stop, just as the motive power, that is money, is be- stowed or withheld.” Bat there is evidently id change going on, alike among Congress #nd the people, and nothing has contributed more to this change than the recent discussion | ‘The message of Governor Par- | of the subject. her, of New Jersey; the stand of Governor Dix, ot New York; the practical letter of Peter Cooper, of the same state; the report of Charles Francis Adams, jr.. one of the Massachusetts commissioners at Vienna, in the course of which “he refers emphatically to the vital necessity of | maintaining the international exposition at Philadelphia—these, together with the procla- Mation of the President, followed by his invi- tation to foreign nations, and crowned by his special message to Congress on the 2ith of | inst February; the letter of Colonel Lyford, chairman of the board of official experts aj pounted by the President to take charge of that part of the exposition composed of articles contributed by the Nations! Government; be letters of Quarttermaster General Meigs, Surgeon General Barnes, and other sci- entific beads of bureaus, aH stamp the Cen- teunial, not as a state affair. but as doubly Pational and international. Perhaps nothing has done more to help this good fecling than the speech of Hon. A. M. Waddell, of North Carolina,at the recent popular uprising in Philadetphia, in which he spoke for the entire vouth, ard was welcomed by that great north- ern assemblage as a confederate officer holding & seat in the Federal Congress. In this speech he greeted the Centennial as the real practical road to perfect reconciliation; and, when he made this point, he was bailed with prolonged cheering. The south in Congress will doubt- less take note of this fact, and remember that President Grant himeelf is pledged te universal amnesty, and that by moving in solid column for the fulfilment of the government pledge to our great international meeting at Philadelphia on the ith of July, 1576, they will do much to Temove all the disabilities that remain upon any portion of the southern people. Numerous inquiries are sent to us as to when this or that prece of work will be executed, er completed by the District authorities. We suppose it will depend altogether upon the length of the investigation, and the degree of emorialists have in defeating ap- | ns, and crippling the operations of the | board. ‘The testimony of Mr. Willard yester- | day showed that improvements have been | brought pretty nearly to a stand-still by the investigation, and tnat it is difficult to get con- tractors to undertake any work. +<02- ——___ It is stated that as soon as the finance quee- tion is settled Mr. Tom Scott will bring im his Dill subsidizing the Texas Pacific railroad com- pany. It has not been thought politic by its friends to bring this bill forward in the present temper of the people on the question of subsidy legislation, bat should the inflation scheme prevail, it is argued that the prostrate indus- tries of the country will find new life, and that the new prosperity will lead to a liberal spirit in the way of legisiation favorable to specula- | tive enterprises. ees ‘The following is from a letter addressed to a friend in this city by the Hon. Francis Thomas, our Minister to Peru, dated Lima, February 17, 1st. “I concur in all you say as to the futare of Washington City. Several years ago, during my last tour of service in Congress, I took occa- sion, when speaking against an attemptto place | the old Washington canal under the control of speculators, to predict the futare greatness of ‘ashington. it is destined, in my judgment, to become one of the most ot aa and the most beautiful, city in the work ‘The Baltimore Gazctie sdivecsien the exten- sion of the Baltimore and Ohio canal from Georgetown to Baltimore. The state of Mary- Jand has bled to the extent of a good many mil- Hons to build the present canal, which is ran for the benefit of & political clique, and is not likely to throw away more millions in the same | direction and to the same ends. —_—__-«ee- “& National Disexacs.”—The Chicago Post and Mail, referring to our chronic memo- rislists and their charges now under investiga- tion, very pointedly says:—“It is a national @iegrace that such men should be allowed to make a fuss about matters that in other cities are disposed of without the interference of Congress.” ———__+ ee -____. The Baltimore and Ohio Railroad Company bas declared a dividend of five per cent. on the stock of the main stem for the half year ended Sist March, payable on and after the Ist of May proximo. Also, a dividend of five per cent. on the stock of the Washington Branch for the half year ended 3ist of March, payable on the 17th instant.
